TOWNSHIP OF NIPISSING

A regular meeting of the Township of Nipissing Council was held on Tuesday, May 10, 2011.

Present: Mayor Pat Haufe and Councillors Thomas Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Jason Bionda, Wayne Lynch, Doug Young, Pat Young, Ted Rose, Brian Gysel, Patricia Gysel, Paul Norris, Dave Yemm, Charles Barton, Kris Croskery-Hodgins and John-Paul Negrinotti.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Liz Smith.

Presentation by Wayne Lynch and Jason Bionda, Spectrum Group regarding Blue Sky II Wireless Broadband Project.

R2011-106 D. Culham, T. Butler: WHEREAS Spectrum Telecom Group Ltd. (Spectrum Group) wishes to erect a 200-foot (61 metre) guyed telecommunications tower on a site located near 2640 Alsace Road being Lot 26, Concession 3, in the Township of Nipissing, District of Parry Sound for the delivery of wireless Internet and broadband data services to the Wolfe Lake/Ruth Lake areas;
AND WHEREAS Spectrum Group is required by Industry Canada to consult with the local land-use authority and to obtain a statement of concurrence from the Municipality;
THEREFORE BE IT RESOLVED that the Council of the Corporation of the Township of Nipissing hereby gives approval to the CAO-Clerk to issue a statement of concurrence to Spectrum Group for the proposed telecommunication tower on Lot 26, Concession 3 for the delivery of broadband wireless services to the area. Carried.

R2011-107 D. Culham, T. Butler: That we accept the 5 year capital forecast as presented. Carried.

Final 2011 Budget Presentation.

R2011-108 T. Piper, L. Smith: That the minutes of the meeting held April 26th, 2011 and special meeting held May 9, 2011 be adopted as published. Carried.

R2011-109 T. Butler, D. Culham: That the minutes of the closed meeting held April 6th, 2011 be adopted. Carried.

R2011-110 L. Smith, T. Piper: That the minutes of the closed meeting held May 9, 2011 be adopted. Carried.

R2011-111 D. Culham, T. Butler:
WHEREAS Ontario municipalities historically use schools as voting places during municipal elections; and
WHEREAS the Municipal Elections Act states that school boards must provide space to be used as voting places free of any charge when requested for use by a municipality; and
WHEREAS concerns regarding student safety at the school during voting hours can be eliminated if the students are not in the school on Voting Day;
THEREFORE the Council of the Township of Nipissing requests that school boards consider the municipal Voting Day as scheduled every four years when creating the school year calendar and designate Voting Day as a Professional Activity Day within the regular school calendar year; and
THAT this resolution be forwarded to the Minister of Education, Nipissing-Parry Sound Catholic District School Board, Conseil Scolaire Catholique Franco-Nord, Near North District School Board, Le Conseil Scolaire De District Du Nord-Est De l’Ontario and surrounding Municipalities. Carried.

R2011-112 T. Piper, L. Smith: That we accept the correspondence as presented. Carried.

Councillor Smith left the meeting as per her ‘Disclosure of Pecuniary Interest’

R2011-113 T. Butler, D. Culham: That the statement of accounts dated May 10, 2011 be approved. $74,222.93. Carried.

R2011-114 L. Smith, T. Piper: That we accept the resignation of Doug Harris from the Nipissing Township Volunteer Fire Department. Carried.

R2011-115 T. Butler, D. Culham: That we accept the resignation of Shirley Saunders from the Nipissing Township Volunteer Fire Department. Carried.

R2011-116 D. Culham, T. Butler: That we pass By-law Number 2011-17 being a By-law to appoint a Fire Chief for the Volunteer Fire Department in the Township of Nipissing.
Read a first, second and third time and passed this 10th day of May, 2011. Carried.

R2011-117 T. Piper, L. Smith: That we pass By-law Number 2011-18, being a by-law to appoint an officer for the purpose of the enforcement of the Building Code Act, its regulations and the Building By-Law for the Corporation of the Township of Nipissing. Read a first, second and third time and passed this 10th day of May, 2011. Carried.

R2011-118 T. Butler, D. Culham: That we pass By-Law No. 2011-19, being a by-law to confirm the proceedings of Council at its meeting held on May 10, 2011. Read the first, second and third time and passed this 10th day of May, 2011. Carried.

R2011- 119 L. Smith, T. Piper: That the meeting be adjourned. Time: 9:38 p.m. Next regular meeting May 24th, 2011. Carried.
