TOWNSHIP OF NIPISSING

Tuesday, March 11, 2008

A regular meeting of the Township of Nipissing Council was held on Tuesday, March 11, 2008.

Present: Mayor Wendy Billingsley and Councillors Kalvin Young, Leslee Lawrence Straus, Dougal Culham and Pat Haufe.

Staff and visitors present: Dave Yemm, Bob Rice, George Stripe, Julie Dudley, Bruce Dudley, Laurel Campbell, Ric Hansel, Al Bottomley, Dave Denton, Will Bateman, Colleen Goupil, Phil Geden and Cindy Piper.

The meeting was called to order at 7:30 p.m.

Disclosure of Pecuniary Interest: None.

D. Culham; P. Haufe: That the minutes of February 12, 2008 be adopted as published. Carried.

Staff reports: Dave Yemm and Bob Rice and written report from Pat Elliott.

Presentation from George Stripe of the South Shore Education Centre regarding the proposed track.

Presentation from Al Bottomley from the Near North District School Board providing an update.

Presentation from Ric Hansel of the Nipissing Forest Resource Management Inc. regarding a proposal to use a road allowance located at Concession 16, 17, 18, 19 and 20, between Lots 5 and 6 in Gurd, Township of Nipissing, District of Parry Sound.

L. Lawrence Straus; P. Haufe: That the Council of the Township of Nipissing does hereby grant permission to the Nipissing Forest Resource Management Inc. to use the unopened road allowance located at Concession 16, 17, 18, 19 and 20, between Lots 5 and 6 in Gurd, Township of Nipissing, District of Parry Sound with the following conditions:

1) That all pertinent approvals be obtained by the Ministry of Natural Resources and/or Oceans and Fisheries and that proof be provided to the Township of Nipissing for proposed work; Minutes – March 11, 2008 – Page 2.

2) Permission is granted to install the necessary culverts or bridges conditional upon approval from the Ministry of Natural Resources and Oceans and Fisheries and that copies of the authorization be provided to the Township of Nipissing. Once the work is completed, any culverts or bridges installed must be removed immediately.

3) The Township of Nipissing requires a certified copy of the Firm’s Liability and Property Damage Insurance Policy for $5,000,000.00 per incident in the name of the municipality.

4) That all necessary removal of brush and leveling will be permitted and properly disposed of.

K. Young; D. Culham: That we pass By-Law No. 2008-1218, being a by-law to adopt minimum maintenance standards for municipal highways. Read the first, second and third time and passed this 11th day of March, 2008. Carried.

L. Lawrence Straus; K. Young: That we authorize Kris Croskery and Cindy Piper to attend the Planning for Non-Planners session to be held in Sudbury on April 17, 2008. Carried.

L. Lawrence Straus; D. Culham: That we authorize Kris Croskery, Danny Rodgers, Cindy Piper, Leslee Lawrence Straus and Doug Walli to attend the Planning Training Session to be held in April, 2008. Carried.

L. Lawrence Straus; P. Haufe: That we authorize Cindy Piper, Kris Croskery, Leslee Lawrence Straus, Kalvin Young and Pat Haufe to attend the District of Parry Sound Municipal Association Spring Meeting to be held in Burks Falls on May 5, 2008. Carried.

Committee Reports: Kalvin Young, Leslee Lawrence Straus, Dave Denton, Dougal Culham and Wendy Billingsley.

L. Lawrence Straus; K. Young: That we accept the correspondence as presented. Carried.

D. Culham; K. Young: That the statement of accounts dated March 11, 2008 be approved. $248,379.00. Carried.

L. Lawrence Straus; P. Haufe: That we implement the direct deposit for payroll and the electronic bill payment for taxes with the Royal Bank of Canada. Carried. Minutes – March 25, 2008 – Page 3.
