TOWNSHIP OF NIPISSING

Tuesday, April 22, 2008

A regular meeting of the Township of Nipissing Council was held on Tuesday, April 22, 2008.

Present: Mayor Wendy Billingsley and Councillors Kalvin Young, Leslee Lawrence Straus, Dougal Culham and Pat Haufe.

Staff and visitors present: Dave Yemm, Bob Rice, Paul Norris, Irving Sloss and Cindy Piper.

The meeting was called to order at 7:30 p.m.

Disclosure of Pecuniary Interest: None.

D. Culham; P. Haufe: That the minutes of April 8, 2008 be adopted as published. Carried.

Staff reports: Dave Yemm and Bob Rice.

Presentation from Irving Sloss, Staff Sergeant of the Ontario Provincial Police regarding the Calls for Service Report for the Township of Nipissing, the 2008 Ontario Provincial Police Detachment Business Plan and the Policing for Results Community Survey.

P. Haufe; D. Culham: That we adopt the 2008 Capital Forecast as presented. Carried.

P. Haufe; D. Culham: That we pass By-Law No. 2008-1220, being a by-law to set tax ratios for municipal purposes for the year 2008. Read the first, second and third time and passed this 22nd day of April, 2008. Carried.

D. Culham; P. Haufe: That we pass By-Law No. 2008-1221, being a by-law to specify the annualized tax limit, prior year’s current value assessment tax limit, claw back percentages, the capping threshold parameters and the minimum tax level for new to class/new construction properties for the Township of Nipissing. Read the first, second and third time and passed this 22nd day of April, 2008. Carried.

L. Lawrence Straus; D. Culham: That we pass By-Law No. 2008-1222, being a by-law to adopt the estimates for all sums required for the year, to provide for the adoption of tax rates and to further provide for penalty and interest in default of payment thereof for 2008. Read the first, second and third time and passed this 22nd day of April, 2008. Carried.

L. Lawrence Straus; K. Young: That we authorize Cindy Piper and Kris Croskery to attend the Municipal Plan Review and One Window Provincial Planning Service Workshop to be held on May 8, 2008 in North Bay. Carried.

D. Culham; P. Haufe: That we approve Consent Application No. B/9/Nipissing/2008 – Applicant: Leonard Lingenfelter. “The lot and proposed dwellings must comply with the consent Policies of Section 5.2.2 and 5.2.3″ in the Township of Nipissing’s Official Plan. Any travelled road situated on the subject property should be transferred to the municipality for road purposes. Carried.

Committee Reports: Kalvin Young, Leslee Lawrence Straus, Pat Haufe, Dougal Culham and Wendy Billingsley.

K. Young; L. Lawrence Straus: That we accept the correspondence as presented. Carried.

P. Haufe; L. Lawrence Straus: That the statement of accounts dated April 22, 2008 be approved. $385,195.63. Carried.

K. Young; L. Lawrence Straus: That we authorize the transfer of a parcel of land on the west side of the original road allowance between Lots 20 and 21, Concession 3 and 4, Township of Nipissing, District of Parry Sound, owned by Mr. Gerald Stillar and Mr. Shawn Stillar to the Township of Nipissing with all costs borne by the Township of Nipissing. Carried.

D. Culham; P. Haufe: That we authorize the purchase of part of the land owned by Mr. and Mrs. Buckley located at Concession 4, Part of Lot 21, Township of Nipissing, District of Parry Sound as marked out for the sum of $6,500.00 with all costs borne by the Township of Nipissing. Carried.

D. Culham; P. Haufe: That we pass By-Law No. 2008-1223, being a by-law to enter into a Maintenance and Repair of Boundary Highways and Bridges Agreement with the Corporation of the Municipality of Callander. Read the first, second and third time and passed this 22nd day of April, 2008. Carried.

L. Lawrence Straus; P. Haufe: That we pass By-Law No. 2008-1224, being a by-law to enter into a Maintenance and Repair of Boundary Highways and Bridges Agreement with the Corporation of the Municipality of Powassan. Read the first, second and third time and passed this 22nd day of April, 2008. Carried.

L. Lawrence Straus; K. Young: That we pass By-Law No. 2008-1225, being a by-law to amend Schedule “A” of By-Law No. 1099, the by-law to establish personnel, hiring, safety and related policies for the Township employees and provide for their remuneration and benefits. Read the first, second and third time and passed this 22nd day of April, 2008. Carried.

L. Lawrence Straus; K. Young: That the meeting be adjourned. Time: 8:25 p.m.
