TOWNSHIP OF NIPISSING

Tuesday, April 17, 2012

A regular meeting of the Township of Nipissing Council was held on Tuesday, April 17, 2012.

Present: Mayor Pat Haufe and Councillors Tom Piper, Thomas Butler, Dougal Culham and Liz Smith.

Staff and visitors present: Mickey Wallace, Penelope Wallace, Rob Serson, John-Paul Negrinotti, Dave Yemm; Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Liz Smith and Councillor Tom Butler.

Staff Reports: Dave Yemm, Operations Superintendent – verbal and written report.
Rob Serson, Fire Chief – verbal and written report.
Charles Barton, CAO-Clerk – verbal report.

R2012-96 L. Smith, T. Piper: That the minutes of the meeting held April 3, 2012 be adopted as published. Carried.

R2012-97 D. Culham, T. Butler: That we support consent application B/10/Nipissing/2012, 1456500 Ontario Ltd. The support is conditional on:
1. The severed lands be rezoned to the satisfaction of the Township of Nipissing.
2. Two of the existing cabins be removed from the property and the remaining cabin be connected to an individual on-site water system and individual on-site sewage system.
3. The installation of an individual on-site water system and an individual on-site sewage system.
4. An entrance permit shall be obtained from the Township of Nipissing and an entrance shall be developed to the satisfaction of the Township of Nipissing.
5. A Site Plan Application shall be entered with the Township of Nipissing.
Carried.

R2012-98 T. Piper, L. Smith: That the Township recommends deferral of Consent Application B/20/Nipissing/2011 – White, until additional information is provided that can confirm that the proposal is consistent with the Provincial Policy Statement, conforms to the Official Plan and has regard to the criteria established in Section 51(24) of the Planning Act. Carried.

R2012-99 T. Butler, D. Culham: That the Township recommends deferral of Consent Application B/21/Nipissing/2011 – White, until additional information is provided that can confirm that the proposal is consistent with the Provincial Policy Statement, conforms to the Official Plan and has regard to the criteria established in Section 51(24) of the Planning Act. Carried.

Adoption of the 2011 Audited Financial Statements has been deferred pending further information.

R2012-100 D. Culham, T. Butler: That we accept the correspondence as presented. Carried.

Councillor Liz Smith declared Pecuniary Interest as her Employer is listed in the accounts.
Councillor Tom Butler declared Pecuniary Interest as his spouse is listed in the accounts.

R2012-101 T. Piper, D. Culham: That the statement of accounts dated April 17, 2012 be approved. $77,427.70. Carried.

R2012-102 T. Piper, L. Smith: That we share remuneration expenses paid to the Board of Health Northeastern Sector Appointee. Carried.

R2012-103 T. Butler, D. Culham: That we accept the tender submitted by Metz Fire & Rescue for the supply and delivery of a 2012 Fire Apparatus at a cost of $133,293.54, including HST. Carried.

R2012-104 L. Smith, T. Piper: That we appoint Tom Piper to the Sturgeon-Nipissing-French-Wanapitei Water Management Group. Carried.

R2012-105 D. Culham, T. Butler: That we appoint Sam Simpkin, Jen Little and Rhonda Hyatt to the Recreation Committee. Carried.

R2012-106 L. Smith, T. Piper: That we pass By-Law No. 2012-21 being a by-law to confirm the proceedings of Council at its meeting held on April 17, 2012. Read the first, second and third time and passed this 17th day of April, 2012. Carried.

R2012-107 D. Culham, T. Butler: That the meeting be adjourned. Time: 7:46 p.m. Next regular meeting May 8, 2012. Carried.
