TOWNSHIP OF NIPISSING
Tuesday, June 12, 2012
A regular meeting of the Township of Nipissing Council was held on Tuesday, June 12, 2012.
Present: Mayor Pat Haufe and Councillors Tom Piper, Thomas Butler, Dougal Culham and Liz Smith.
Staff and visitors present: Rob Serson, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.
The meeting was called to order at 6:30 p.m.
Disclosure of pecuniary interest: Councillor Liz Smith.

R2012-136 T. Butler, D. Culham: That the minutes of the meeting held May 22, 2012 be adopted as published. Carried.

R2012-137 T. Piper, L. Smith: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

R2012-138 D. Culham, T. Butler: That we resume to an open public meeting. Time: 7:45 p.m. Carried.
R2012-139 T. Piper, L. Smith: That we award Tender N-03-12 for surface treatment to Bruell Contracting Limited. In the amount of $114,077.16. Carried.

R2012-140 T. Piper, L. Smith: That we support consent applications B/15, 16, 17, 18, 19 and 20/Nipissing/2012: Applicants Hunters Bay Marine Ltd. and Ronald Hincks.
The support is conditional on:
1. The severed lands be rezoned to the satisfaction of the Township of Nipissing.
2. Purchase of Part 1, Plan 42R-9441 a one foot reserve owned by the Municipality to gain access to Hunter’s Bay Road.
Carried.
R2012-141 T. Butler, D. Culham: That we recommend consent application No. B/14/Nipissing/2012, applicant Peter Lahay, for approval. The lot must comply with the consent policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan. Any travelled road situated on the subject property should be transferred to the municipality for road purposes. Carried.
R-2012-142 L. Smith, T. Piper: That we recommend consent application No. B/21/Nipissing/2012, applicants Jean-Guy Giroux and Patricia Kervin-Giroux, for approval. The lot must comply with the consent policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan. Any travelled road situated on the subject property should be transferred to the municipality for road purposes. Carried.
R2012-143 D. Culham, T. Butler: That we recommend consent application No. B/30/Nipissing/2012, applicant Tony Bolwerk, for approval. The lot must comply with the consent Policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan. Any travelled road situated on the subject property should be transferred to the municipality for road purposes. Carried.
R2012-144 T. Piper, L. Smith: Be it resolved:
1. that this Council does approve “in principle” the Application of Jean Halcrow to purchase the Shore Road Allowance in front of her property located at Part Lot 12, Concession 17, PIN Number 52221-0409, Township of Nipissing.
2. that this resolution is subject to the following conditions:
a) that the applicant will be responsible for the payment of all the Municipality’s administrative and legal accounts in connection with the processing of this application.
b) that in accordance with the Municipality’s policy, notice and a copy of the draft plan will be mailed to the adjacent owners.
Carried.
Letters of interest received for the Nipissing ECO Committee were reviewed.
R2012-145 T. Piper, L. Smith: That we accept the correspondence as presented. Carried.
Councillor Liz Smith declared pecuniary interest due to her employer being listed in the accounts.
R2012-146 D. Culham, T. Butler: That the statement of accounts dated June 12, 2012 be approved. $149,790.03. Carried.
R2012-147 T. Piper, L. Smith: That we pass By-Law Number 2012-32 being a by-law to terminate a Volunteer Firefighter from the Township of Nipissing Volunteer Fire Department.
Read a first, second and third time and passed this 12th day of June, 2012. Carried.

R2012-148 T. Butler, D. Culham: That we support the concept of paving the shoulder on Highway 654 during its rehabilitation project. Carried.
R2012-149 L. Smith, T. Piper: That we support the Almaguin Nipissing Travel Association (Ontario’s Near North) application for funding from the NECO Community Futures Development Corporation Local Initiatives Project Fund for a Geo-caching program. Carried.
R2012-150 D. Culham, T. Butler: That we pass By-Law No. 2012-33 being a by-law to confirm the proceedings of Council at its meeting held on June 12, 2012. Read the first, second and third time and passed this 12th day of June, 2012. Carried.
R2012-151 L. Smith, T. Piper: That the meeting be adjourned. Time: 8:50 p.m. Next regular meeting June 26, 2012. Carried.
