TOWNSHIP OF NIPISSING

Tuesday, September 4, 2012

A regular meeting of the Township of Nipissing Council was held on Tuesday, September 4, 2012.

Present: Mayor Pat Haufe and Councillors Dougal Culham, Tom Piper, Thomas Butler and Liz Smith.

Staff and visitors present: Gary Gardiner, Jeffrey McFadyen, Deborah McFadyen, Dave Yemm, Rob Serson, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: None.

Presentation by Gary Gardiner regarding options for building on a lot on Lake Nipissing for Dr. P. A. Blachut and the options for minor variance considerations.

Staff Reports: Dave Yemm, Operations Superintendent – verbal and written report.

R2012-188 L. Smith, T. Piper: That the minutes of the meeting held August 14, 2012 be adopted as published. Carried.

R2012-189 T. Butler, D. Culham: That the minutes of the closed session meeting held August 14, 2012 be adopted. Carried.

R2012-190 T. Piper, L. Smith: That we pass By-Law Number 2012-39 being a By-law to authorize the Township to enter into a Site Plan Agreement with Jeffrey and Deborah McFadyen.
Read a first, second and third time and passed this 4th day of September, 2012. Carried.

R2012-191 D. Culham, T. Butler: That we authorize Pat Haufe, Dougal Culham, Tom Butler and Kris Croskery-Hodgins to attend the Fall meeting of the District of Parry Sound Municipal Association being hosted by the Village of South River and the Township of Machar on Friday, September 28, 2012. Carried.

R2012-192 L. Smith, T. Piper: That we pass By-Law Number 2012-40, being a By-law to provide rules and regulations that govern the Nipissing Union Cemetery, St. John’s Alsace Cemetery and Commanda Union Cemetery.
Read a first, second and third time and passed this 4th day of September, 2012. Carried.

R2012-193 D. Culham, T. Butler: That we regretfully accept the resignation of Kirk Tays from the Nipissing Volunteer Fire Department. Carried.

R2012-194 L. Smith, T. Piper: That we adopt Policy No. F 6.05, a Company Vehicles & Equipment Health and Safety Policy to be added to the Human Resources Policy Manual. Carried.

R2012-195 D. Culham, T. Butler: That we authorize staff to develop an Asset Management Plan. Carried.

R2012-196 T. Piper, L. Smith: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;

R2012-197 T. Butler, D. Culham: That we resume to an open public meeting. Time: 8:04 p.m. Carried.

R2012-198 D. Culham, T. Butler: That we accept the correspondence as presented. Carried.

R2012-199 T. Piper, L. Smith: That the statement of accounts dated September 4, 2012 be approved. $247,654.54. Carried.

R2012-200 T. Butler, D. Culham: That we approve the short listing of fines for By-Law No. 2012-11, Open Air Burning Procedures and By-Law No. 2012-26, Regulation of the setting off of fireworks. Carried.

R2012-201 L. Smith, T. Piper: That we pass By-Law No. 2012-41 being a by-law to confirm the proceedings of Council at its meeting held on September 4, 2012. Read the first, second and third time and passed this 4th day of September, 2012. Carried.

R2012-202 T. Butler, D. Culham: That the meeting be adjourned. Time: 8:24 p.m. Next regular meeting September 18, 2012. Carried.
