TOWNSHIP OF NIPISSING

Tuesday, September 18, 2012

A regular meeting of the Township of Nipissing Council was held on Tuesday, September 18, 2012.

Present: Mayor Pat Haufe and Councillors Dougal Culham, Tom Piper, Thomas Butler and Liz Smith.

Staff and visitors present: Leslee Lawrence-Straus, Doug Walli, Linda Morrin, Wendy Billingsley, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Liz Smith.

Presentation by Linda Morrin regarding an overview of the Powassan District Union Library expansion project and an invitation to the Library fund raising event.

R2012-203 T. Piper, L. Smith: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;

R2012-205 T. Butler, D. Culham: That the minutes of the meeting held September 4, 2012 be adopted as published. Carried.

R2012-206 L. Smith, T. Piper: That the minutes of the closed session meeting held September 4, 2012 be adopted. Carried.

R2012-207 D. Culham, T. Butler: WHEREAS consent to sever applications Nos. B/44/NIPISSING/2012, B/45/NIPISSING/2012 and B/45A/NIPISSING/2012, applicants: Gilbert and Vera Byers, have been submitted to the North Almaguin Planning Board;
AND WHEREAS a review of the applications for new lot creation are not consistent with the Provincial Policy Statement and do not conform to the Official Plan for the Township of Nipissing;
NOW THEREFORE we recommend the applications be deferred until the applicants have been given the opportunity to address the concerns raised in the planning report submitted by the municipal planner. Carried.

Draft October Newsletters were presented to Council members for review and comment. Mail out date proposed to be October 19, 2012.

R2012-208 T. Piper, L. Smith: That we accept the correspondence as presented. Carried.

Councillor Liz Smith declared Pecuniary Interest as her Employer is listed in the accounts.

R2012-209 D. Culham, T. Butler: That the statement of accounts dated September 18, 2012 be approved. $265,201.89. Carried.

R2012-210 L. Smith, T. Piper: That we authorize Tom Butler and his Spouse to attend the 9th Annual Near North Crime Stoppers Gala. Carried.

R2012-211 T. Butler, D. Culham: WHEREAS in the face of crime or conflict, restorative justice offers a philosophy and approach that views these matters principally as harm done to people and relationships; and
WHEREAS restorative justice approaches strive to provide support and opportunities for the voluntary participation and communication between those affected by crime and conflict (victims, offenders, community) to encourage accountability, reparation and a movement towards understanding, feelings of satisfaction, healing and a sense of closure; and
WHEREAS this year’s theme for Restorative Justice Week is “Diverse Needs; Unique Responses”, it is an opportunity to learn about restorative justice, educate and celebrate along with other communities across the country during the week.
THEREFORE we do hereby proclaim November 18 – November 25, 2012 as Restorative Justice Week in the Township of Nipissing. Carried.

R2012-212 T. Piper, L. Smith: That we certify that the information in the Expression of Interest is factually accurate and that the development of an asset management plan that includes all of the information and analysis described in Building Together: Guide for Municipal Asset Management Plans is a priority. Carried.

R2012-213 L. Smith, T. Piper: That we pass By-Law No. 2012-42 being a by-law to confirm the proceedings of Council at its meeting held on September 18, 2012. Read the first, second and third time and passed this 18th day of September, 2012. Carried.
