TOWNSHIP OF NIPISSING

A regular meeting of the Township of Nipissing Council was held on Tuesday, February 17, 2009.

Present: Mayor Wendy Prieur and Councillors Kalvin Young, Leslee Lawrence Straus and Dougal Culham.

Regrets: Councillor Pat Haufe.

Staff and visitors present: Dave Yemm, Charles Barton, Doug Schnaufer, Anita Phipson, Paul Goodridge and Kris Croskery.

The meeting was called to order at 6:30 p.m.

R2009-47 K. Young, L. Lawrence Straus: That the minutes of February 3, 2009 be adopted as published. Carried.

R2009-48 D. Culham, K. Young: That we pass By-Law No. 2009-13, being a by-law to confirm the proceedings of Council at its meeting held on February 3, 2009. Read the first, second and third time and passed this 17th day of February, 2009. Carried.

R2009-49 L. Lawrence Straus, K. Young: That we pass By-Law Number 2009-14; being a by-law to adopt the organization chart for the Township of Nipissing.
Read a first, second and third time and finally passed this 17th day of February, 2009. Carried.

R2009-50 D. Culham, L. Lawrence Straus: That we pass By-law Number 2009-15; being a by-law to repeal By-Law 1195. Read a first, second and third time and finally passed this 17th day of February, 2009. Carried.

R2009-51 K. Young, L. Lawrence Straus: The land cost for the Schnaufer Road Closing will be $1733.45. Carried.

R2009-52 L. Lawrence Straus, K. Young: That we pass By-Law No. 2009-16 being a by-law to authorize the Township to enter into a site plan agreement with Doug Schnaufer.
Re: Part of Lots 16 & 17, Concession 14, more particularly described as Part 2, Plan 42R-18125; Part of Lot 17, Concession 15, more particularly described as Part 1, Plan 42R-18124; Part of Road Allowance Between Concessions 14 & 15 more particularly described as Part 2, Plan 42R-18124. Carried.

R2009-53 D. Culham, L. Lawrence Straus: That we pass By-Law No. 2009-17 being a by-law to authorize the Township to enter into a site plan agreement with Doug Schnaufer.
Re: Part of Lot 17, Concession 15, more particularly described as All of Lot 17, Concession 15 save and except Parts 1 & 2, Plan 42R-16907 and Part 1, Plan 42R-18124; Part of Lot 18, Concession 15, more particularly described as all that portion of said Lot east of Part 1, Plan 42R-16907. Carried.

R2009-54 D. Culham, K. Young: That we pass By-law number 2009-18 being a by-law to stop up, close and sell part of the original road allowance between Concessions 14 and 15, in front of Lot 17, Concessions 14 and 15, and in front of Lot 16, Concession 14, Township of Nipissing, District of Parry Sound, designed as Part 2 on Plan 42R-18124.
Read the first, second and third time and passed this 17th day of February 2009. Carried.

As advertised: The 2009 Municipal Preliminary Budget was presented and discussed.

R2009-55 L. Lawrence Straus, K. Young: We endorse the following FONOM Board resolution.

WHEREAS the Provincial Municipal Fiscal and Service Delivery Review (PMFSDR) final report was released on October 31, 2008; and

WHEREAS the PMFSDR Infrastructure Table concluded that the infrastructure investment gap per household for Northern Ontario municipalities is generally higher than other regions in Ontario; and

WHEREAS the PMFSDR Fiscal Health Table concluded that the fiscal health of Northern municipalities is poorer than other regions of Ontario; and

WHEREAS Northern Ontario municipalities are more reliant on funding from the Ontario Municipal Partnership Fund (OMPF) than other regions of Ontario; and

WHEREAS many municipalities in Northern Ontario will see a reduction in their OMPF equal to their upload benefits resulting in very little net upload benefit for several years; and

WHEREAS the net upload benefits per household for the Northern Ontario region are forecast to be well below the net upload benefits per household for all other regions of the Province; and

WHEREAS the Province has committed to review the formula for deistrubution of the OMPF, or its successor unconditional funding program, before 2010; now

THEREFORE BE IT RESOLVED that the Province of Ontario increase the Northern Communities Grant by $50.00 per-household, to ensure all Municipalities in the North will receive the necessary “Required Support”; and

BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Premier of Ontario, the Minister of Finance, all FONOM members, the Association of Municipalities of Ontario and the Provincial Leaders of the Opposition.” Carried.

R2009-56 K. Young, D. Culham: That we accept the correspondence as presented. Carried.

R2009-57 L. Lawrence Straus, K. Young: That the statement of accounts dated February 17, 2009 be approved. $54,215.35. Carried.

R2009-58 K. Young, L. Lawrence Straus: That we authorize Charles Barton and Kris Croskery to attend the Municipal Lecture Presentation being held in Orillia on April 8, 2009. Carried.

R2009-59 D. Culham, L. Lawrence Straus: That we support the third global Earth Hour event to be held Saturday, March 28, 2009 from 8:30 p.m. to 9:30 p.m. Carried.

R2009-60 D. Culham, K. Young: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;
