TOWNSHIP OF NIPISSING

A regular meeting of the Township of Nipissing Council was held on Tuesday, April 7, 2009.

Present: Mayor Wendy Prieur and Councillors Kalvin Young, Leslee Lawrence Straus, Pat Haufe and Dougal Culham.

Staff and visitors present: Dave Yemm, Charles Barton, Bob Rice, Ken Grant, Kevin Martin, Kris Croskery, John Chellew, Scott Dunn, Julie Dudley, Bruce Dudley, George Stripe, Dawn Stripe, Ric Hansel, Tammy Allan and Bonnie Watts.

The meeting was called to order at 6:30 p.m.

R2009-92 K. Young, L. Lawrence Straus: That we pass By-Law No. 2009-28, being a by-law to confirm the proceedings of Council at its meeting held on March 17, 2009. Read the first, second and third time and passed this 7th day of April, 2009. Carried.

R2009-93 D. Culham, P. Haufe: That we adopt the 2009 Capital Forecast as presented. Carried.

R2009-94 K. Young, L. Lawrence Straus: That we authorize the CAO-Clerk to attend the AMCTO Conference being held June 14-17th, 2009 in Sault Ste. Marie. Carried.

R2009-95 L. Lawrence Straus: That we accept the quotation from Gilles Bouffard Drilling Ltd. To drill a communal well for Township garage, office, rink building and museum in the amount of $10,450.00 plus applicable taxes. Carried.

R2009-96 P. Haufe, D. Culham: That we accept the 2009 Powassan & District Union Public Library budget. Carried.

R2009-97 L. Lawrence Straus: That we donate $100.00 to the Powassan Agricultural Society for the 2009 Powassan Fall Fair. Carried.

R2009-98 L. Lawrence Straus, K. Young: That we authorize the immediate purchase of 10 complete sets and 2 additional accessory sets of PPE (Personal Protection Equipment) for the Nipissing Fire Department from Superior Safety Inc. in order to remain in compliance with PPE Standards.
The cost being $20,283.88 plus applicable taxes. Carried.

R2009-99 D. Culham, P. Haufe: That we change the date of the regular Council meeting from Tuesday, April 21, 2009 to Wednesday, April 22, 2009 and schedule this meeting as a Budget Meeting. Carried.

R2009-100 L. Lawrence Straus, K. Young: That we authorize the purchase of two tickets for the fundraising gala for the Learning Library hosted by Nipissing University and Canadore College at the Capitol Centre on May 9, 2009. Carried.

R2009-101 D. Culham, P. Haufe: That we authorize a municipal contribution of $350 to the East Nipissing-North Parry Sound Veterinary Unit. Carried.

R2009-102 D. Culham, P. Haufe: That we donate $2,000.00 to the Commanda Heritage Centre. Carried.

R2009-103 P. Haufe, D. Culham: That we donate $100.00 to Almaguin Highlands Secondary School for the Graduation Awards Program. Carried.

R2009-104 D. Culham, P. Haufe: That we authorize the municipal contribution to Ontario’s Near North in the amount of $262.72. Carried.

R2009-105A K. Young, L. Lawrence Straus: That we accept the correspondence as presented. Carried.

Councillor Dougal Culham disclosed a pecuniary interest regarding the accounts.
R2009-105B K. Young, L. Lawrence Straus: That the statement of accounts dated April 7, 2009 be approved. $127,107.14. Carried.

R2009-106 P. Haufe, D. Culham: That we authorize Leslee Lawrence Straus and the Museum Curator to attend the Voyageur Heritage Network spring meeting on May 2, 2009. Carried.

R2009-107 L. Lawrence Straus, K. Young: That we pass By-law Number 2009-29 being a by-law to enter into a Contribution Agreement for the Building Canada Fund-Communities Component.
Read a first, second and third time and passed this 7th day of April, 2009. Carried.

R2009-108 K. Young, L. Lawrence Straus: That the meeting be adjourned. Time: 9:40 p.m. Next meeting April 22, 2009. Carried.
