A special meeting of the Township of Nipissing Council was held on Thursday, October 31, 2013.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 4:00 p.m.

Disclosure of pecuniary interest: None.

R2013-205 D. Culham, T. Butler: WHEREAS an Expression of Interest for the Small, Rural and Northern Municipal Infrastructure Fund – Capital Program has been prepared for the Alsace Road Project;
NOW THEREFORE the Council of the Township of Nipissing declares:
The information in the Expression of Interest is factually accurate.
The municipality will have a comprehensive asset management plan in place by December 31, 2013 that includes all of the information and analysis described in Building Together: Guide for Municipal Asset Management Plans.
The comprehensive asset management plan will be publicly available, including on the Township website by May 30, 2014.
The Alsace Road Project will be completed by December 31, 2015.

R2013-206 L. Smith, T. Piper: WHEREAS John Klunder and Sherry Klunder (the “Applicant”) proposes to construct and operate a rooftop solar installation (the “Project”) on 31 Simpson Hill Road (Con 6 Pt Lot 11), Powassan, Ontario (the “Lands”) in the Township of Nipissing, Ontario under the Province’s FIT Program;
AND WHEREAS the Applicant has requested that Council of the Township of Nipissing, Ontario indicate by resolution Council’s support for the construction and operation of the project on the property;
AND WHEREAS, pursuant to the FIT rules, Version 3.0, Applications whose projects receive the formal support of Municipalities will be awarded Priority Points, which may result in the Applicant being offered a FIT Contract prior to other persons applying for FIT Contracts;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of Nipissing, Ontario supports the construction and operation of the project on the property.
This resolution’s sole purpose is to enable the Applicant to receive Priority Points under the FIT Program and may not be used for the purpose of any other form of municipal approval in relation to the Application or Project or any other purpose. Carried.

R2013-207 T. Butler, D. Culham: That we pass By-Law No. 2013-34, being a by-law to confirm the proceedings of Council at its meeting held on October 31, 2013. Read the first, second and third time and passed this 31st day of October, 2013. Carried.
