TOWNSHIP OF NIPISSING

Tuesday, February 11, 2014

A regular meeting of the Township of Nipissing Council was held on Tuesday, February 11, 2014.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Gerry Giesler, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Mayor Pat Haufe.

R2014-29 L. Smith, T. Piper: That the minutes of the meeting held January 21, 2014 be adopted as published. Carried.

R2014-30 T. Butler, D. Culham: That we pass By-Law Number 2014-06, being a By-law to establish the remuneration and payment of expenses to members of Council.
Read a first, second and third time and passed this 11th day of February, 2014. Carried.

R2014-31 D. Culham, T. Butler: That we pass By-Law Number 2014-09, being a By-law to set tax ratios for municipal purposes for the year 2014.
Read a first, second and third time and passed this 11th day of February, 2014. Carried.

R2014-32 L. Smith, T. Piper: That we pass By-Law Number 2014-10, being a By-law to specify the annualized tax limit, prior year’s current value assessment tax limit, claw back percentages, the capping threshold parameters and the minimum tax level for new to class/new construction properties for the Township of Nipissing.
Read a first, second and third time and passed this 11th day of February, 2014. Carried.

Mayor Pat Haufe declared pecuniary interest for item #3 on the Correspondence listing.

R2014-33 T. Piper, L. Smith: That we accept the correspondence as presented. Carried.
Mayor Haufe left the Council chamber for the reading of item #3, Gurd and Area Historical Corporation request for a donation to the Commanda Heritage Centre.

R2014-34 L. Smith, T. Piper: That the statement of accounts dated: January 30 and 31, and February 11 2014, totaling $144,129.08, be approved. Carried.

Mayor Haufe left the Council chamber for discussion of the Gurd and Area Historical Corporation request for donation to the Commanda Heritage Centre.

R2014-35 L. Smith, T. Piper: That we donate $2,000 to assist the Commanda Herigage Centre towards the purchase of a new furnace. Carried.

Mayor Haufe returned to the Council chamber.

R2014-36 D. Culham, T. Butler: WHEREAS the Township of Nipissing has agreed to host the AMCTO Zone 7 Spring Workshop and meeting to be held April 30 to May 2, 2014;
THEREFORE that we make a donation in the amount of $500.00 to offset the Workshop expenses. Carried.

R2014-37 T. Piper, L. Smith: That we pass By-Law Number 2014-11, being a By-law to appoint a Fire Chief for the volunteer Fire Department in the Township of Nipissing.
Read a first, second and third time and passed this 11th day of February, 2014. Carried.

R2014-38 T. Butler, D. Culham: That we pass By-Law Number 2014-12, being a By-law to appoint a Deputy Fire Chief for the Volunteer Fire Department in the Township of Nipissing.
Read a first, second and third time and passed this 11th day of February, 2014. Carried.

R2014-39 L. Smith, T. Piper: That we send a letter of support to The Honourable John Gerretsen, Attorney General, regarding proposed modifications to Joint and Several Liability issues affecting municipalities.
And further that we send copies of the letter to The Honourable Kathleen Wynne, Premier and The Honourable Linda Jeffrey, Minister of Municipal Affairs and Housing. Carried.

R2014-40 T. Butler, D. Culham: That we pass By-Law No. 2014-13, being a by-law to confirm the proceedings of Council at its meeting held on February 11, 2014. Read the first, second and third time and passed this 11th day of February, 2014. Carried.

R2014- 41 T. Piper, L. Smith: That the meeting be adjourned. Time: 7:28 p.m. Next regular meeting February 25, 2014. Carried.
