TOWNSHIP OF NIPISSING

Tuesday, March 11, 2014

A regular meeting of the Township of Nipissing Council was held on Tuesday, March 11, 2014.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Staff Sgt. Irving Sloss,OPP; Dean Decaire, BDO Canada LLP; Rob Serson; Will Bateman; John-Paul Negrinotti; Dave Yemm; Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Tom Butler and Councillor Liz Smith.

Staff Reports: Dave Yemm, Operations Superintendent – written and verbal report.
Rob Serson, Fire Chief – written and verbal report.
Charles Barton, CAO-Clerk – verbal report.

Staff Sgt. Irving Sloss presented the Ontario Provincial Police 2013 Annual Report for Northeastern District.

Dean Decaire, BDO Canada LLP, presented the 2013 Audited Financial Statements.

R2014-51 T. Butler, D. Culham: That the minutes of the meeting held February 25, 2014 be adopted as published. Carried.

R2014-52 L. Smith, T. Piper: That we approve the 5 Year Capital Forecast as presented. Carried.

R2014-53 D. Culham, T. Butler: That we authorize the Treasurer-Deputy Clerk, EDO-CEMC-Planning Assistant and the CAO-Clerk to attend the AMCTO Zone 7 Spring Workshop functions. Carried.

Councillor Tom Butler declared pecuniary interest as his spouse is a member of the Powassan Farmers Market Board, which is requesting a donation in the correspondence, item #7.

R2014-54 D. Culham, T. Piper: That we accept the correspondence as presented. Carried.

Councillor Liz Smith declared pecuniary interest as her employer is listed in the accounts payable.

R2014-55 T. Piper, T. Butler: That the statement of accounts dated: February 27 and March 11, 2014, totaling $114,264.53, be approved. Carried.

R2014-56 D. Culham, T. Butler: That we donate $100 to the 2014 Powassan Maple Syrup Festival. Carried.

R2014-57 L. Smith, T. Piper: That we donate $100 to the Powassan Agricultural Society 2014 Fall fair. Carried.

Councillor Tom Butler declared pecuniary interest as his spouse is on the Powassan Farmers Market Board.

R2014-58 T. Piper, L. Smith: That we donate $200 to the Powassan Farmer’s Market. Carried.

R2014-59 T. Butler, D. Culham: That we send a letter of support for The Combined Model of Municipal Liability Reform recommended by AMO;
And that this letter be sent to The Honourable Kathleen Wynne, Premier; The Honourable John Gerretsen, Attorney General and The Honourable Linda Jeffrey, Minister of Municipal Affairs and Housing. Carried.

R2014-60 D. Culham, T. Butler: That we adopt the Audited Financial Statements for 2013 presented by BDO Canada LLP. Carried.

R2014-61 L. Smith, T.Piper: That we accept the 2014 Powassan & District Union Public Library budget. Carried.

R2014-62 T. Butler, D. Culham: That we pass By-Law No. 2014-16, being a by-law to confirm the proceedings of Council at its meeting held on March 11, 2014. Read the first, second and third time and passed this 11th day of March, 2014. Carried.

R2014-63 L. Smith, T. Piper: That the meeting be adjourned. Time: 8:24 p.m. Next regular meeting March 25, 2014. Carried.
