TOWNSHIP OF NIPISSING

Tuesday, September 16, 2014

A regular meeting of the Township of Nipissing Council was held on Tuesday, September 16, 2014.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Patti Gysel, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2014-159 T. Butler, D. Culham: That the minutes of the meeting held September 2, 2014 be adopted as published. Carried.

R2014-160 L. Smith, T. Piper: That we recommend consent application No. B/13/NIPISSING/2014, Transfer of a New Lot/Correction of Title, applicant Diane Hunter, for approval.
The lot must comply with the consent policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan.
Any travelled road situated on the subject property should be transferred to the municipality for road purposes. Carried.

R2014-161 D. Culham, T. Butler: That we authorize: Tom Piper, Dougal Culham, Tom Butler, Pat Haufe to attend the District of Parry Sound Municipal Association meeting in Parry Sound on September 26, 2014. Carried.

R2014-162 T. Piper, L. Smith: WHEREAS the Township of Nipissing contains a number of lakefront properties which are directly impacted by the water levels in Lake Nipissing and the French River due to upstream water flow and the Chaudiere dam;
AND WHEREAS Public Works and Government Services Canada has confirmed that the contract for the reconstruction of the Big Chaudiere dam has gone to Tender with the existing capacity and the Hydromega Dam will be relied on in situations where extra capacity is required;

AND WHEREAS a number of organizations including the Township of Nipissing and the North Bay Mattawa Conservation Authority have supported the need for increased flow capacity with the construction of the new Big Chaudiere dam in order to address concerns over potential flooding, climate change and the closure of the Little Chaudiere dam;
AND WHEREAS Public Works and Government Services Canada has acknowledged that there will be less capacity with the new Big Chaudiere dam that currently exists and that they will not have the extra capacity to draw down the lake/river levels should the Hydromega Dam need to be shut down for maintenance or repairs.
THEREFORE BE IT RESOLVED AS FOLLOWS:
A. That the Council for the Township of Nipissing is concerned over the lack of increased capacity in the new Chaudiere dam and the risk of flooding; and
B. Council for the Township of Nipissing requests that Public Works and Government Services Canada postpone the tender process and ensure that the capacity of the new Big Chaudiere dam is increased; and
C. That a copy of this resolution be sent to Public Works and Government Services Canada, Mr. Jay Aspin, MP Nipissing; the Greater Nipissing Stewardship Council; the Municipality of Callander and surrounding Municipalities.
Carried.

R2014-163 T. Butler, D. Culham: That we authorize the Treasurer-Deputy Clerk to attend the AMCTO Zone 7 Fall Workshop in Sudbury. Carried.

R2014-164 D. Culham, T. Butler: That we accept the correspondence as presented. Carried.

R2014-165 L. Smith, T. Piper: That the statement of accounts dated: September 11 and 16, 2014, totaling $410,513.19, be approved. Carried.

R2014-166 T. Butler, D. Culham: That we appoint Jane Howse to the Township of Nipissing Recreation Committee. Carried.

R2014-167 T. Piper, L. Smith: That we set the Council meeting dates for the remainder of 2014 as follows:
November 18, 2014
December 16, 2014
Carried.

R2014-168 L. Smith, T. Piper: That we authorize the Mayor to attend the Northeast Technical Planning Workshop in Sudbury. Carried.

R2014- 169 D. Culham, T. Butler: That we pass By-Law No. 2014-38, being a by-law to confirm the proceedings of Council at its meeting held on September 16, 2014. Read the first, second and third time and passed this 16th day of September, 2014. Carried.

2014-170 T. Piper, L. Smith: That the meeting be adjourned. Time: 7:35 p.m. Next regular meeting October 7, 2014. Carried.
