TOWNSHIP OF NIPISSING
Tuesday, March 10, 2015

A regular meeting of the Township of Nipissing Council was held on Tuesday, March 10, 2015.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Staff Sgt. Irving Sloss,OPP, Karin Ann Brent, Fred Welsh, Susan Cunningham, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Tom Butler.

Staff Reports: Dave Yemm, Operations Superintendent – verbal and written report.
Rob Serson, Fire Chief – written report.
John-Paul Negrinotti, EDO-CEMC-Planning Assistant – verbal report.

Staff Sgt. Irving Sloss presented the 2014 Annual Ontario Provincial Police Report.
Council presented Staff Sgt. Sloss with a certificate of appreciation for his dedicated service as he
approaches retirement at the end of March.

R2015-35 L. Smith, T. Piper: That the minutes of the meeting held February 17, 2015 be adopted as published. Carried.

R2015-36 D. Culham, T. Butler: That we accept the quote for a Building Department/Office Vehicle from Stockfish Ford, in the amount of $28,532.50, including taxes. Carried.

R2015-37 T. Piper, L. Smith: That we accept the quote for a Road Department Vehicle from Mohawk Ford, in the amount of $42,145.61, including taxes. Carried.

R2015-38 T. Butler, D. Culham: Consent Application B/1/NIPISSING/2015 Addition to a lot. On the basis of our Planners review, we encourage the Planning Board to provide provisional approval for this Consent Application. Carried.

R2015-39 L. Smith, T. Piper: Consent Application B/2/NIPISSING/2015 Creation of a new lot. On the basis of our Planners review, we encourage the Planning Board to provide provisional approval for this Consent Application. Carried.

R201540 D. Culham, T. Butler: Consent Application B/3/NIPISSING/2015 Addition to a lot. On the basis of our Planners review, we encourage the Planning Board to provide provisional approval for this Consent Application with the following conditions;
1.) That a portion of the Lands to be Retained (benefitting lands) and a portion of Severed Lot 1, be zoned to the Environment Protection Zone to recognize the area of fish habitat, and adjacent lands; and,
2.) That the Lands to be Retained (benefitting lands) and a portion of Severed Lot 1, be subject to Site Plan Control so that the Township may limit site alteration in the area of the fish habitat and adjacent lands. Carried.

R2015-41 T. Piper, L. Smith: That Council does approve “in principle” an application submitted by Karin Ann Brent for the purchase of part of the original road allowance between Concessions 4 & 5 within Lot 25 described as Part 3 on Plan 42R-19917 in the Township of Nipissing, District of Parry Sound subject to:
a) That the Applicant will be responsible for the payment of all of the Municipality’s administrative, land and legal costs in connection with the processing of the application.
B) The sale price of the land shall be $15 per lineal foot for the average width of the said parcel.
Carried.

R2015-42 D. Culham, T. Butler: That we approve the 2014 Accessibility Plan Review as presented. Carried.

R2015-43 T. Butler, D. Culham: That we accept the correspondence as presented. Carried.

Councillor Tom Butler declared pecuniary interest. His spouse is an employee of the Township and is listed in the payroll payable.

R2015-44 L. Smith, T. Piper: That the statement of accounts dated: February 25 and 26, March 6 and 10, 2015, totaling $133,138.26, be approved. Carried.

R2015-45 L. Smith, T. Piper: That we pass By-Law No. 2015-08, being a by-law to confirm the proceedings of Council at its meeting held on March 10, 2015. Read the first, second and third time and passed this 10th day of March, 2015. Carried.

R2015-46 T. Butler, D. Culham: That the meeting be adjourned. Time: 8:15 p.m. Next regular meeting March 24, 2015. Carried.
