A regular meeting of the Township of Nipissing Council was held on Tuesday, May 26, 2015.

Present: Mayor Pat Haufe and Councillors Tom Butler, Tom Piper and Liz Smith.

Staff and visitors present: Janice Bray, DSSAB; Jayme Young, DSSAB; Cliff Lang; Rob Serson; Dave Yemm; John-Paul Negrinotti; Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Tenders were opened for review.

Janice Bray provided a presentation regarding Housing and Homelessness on behalf of the District of Parry Sound Social Services Administration Board.

R2015-89 L. Smith, T. Piper: That the minutes of the meeting held May 12, 2015 be adopted as published. Carried.

R2015-90 T. Butler, L. Smith: That the minutes of the closed session meeting held May 12, 2015 be adopted. Carried.

The meeting was declared a public meeting pursuant to the provisions of Section 34 (12) of the Planning Act, R.S.O., 1990, to discuss an application for a change to Zoning By-Law 2012-12 by Dan and Sandra Macdonald.

For the total amount, including applicable taxes, of: $30,916.80. Carried.

R2015-93 T. Butler, T. Piper: That we award Tender N-02-15, Quarried Granite – Alsace Road to: A. Miron Topsoil Ltd.
For the total amount, including applicable taxes, of: $117,633.00. Carried.

R2015-94 L. Smith, T. Piper: That we award Tender N-03-15, Quarried Granite – Wolfe Lake Road to: Evan Hughes Excavating.
For the total amount, including applicable taxes, of: $52,799.25. Carried.

R2015-95 T. Butler, L. Smith: That we award Tender N-04-15, Quarried Granite – Applied to Hazelglen, Powerplant, Stillar, Ski Hill, South River and Chapman’s Landing Roads to: Evan Hughes Excavating.
For the total amount, including applicable taxes, of: $175,746.08. Carried.

R2015-96 T. Piper, L. Smith: That we award Tender N-05-15, Quarried Granite – Stockpiled at the Public Works Yard, to: Evan Hughes Excavating.
For the total amount, including applicable taxes, of: $37,713.75. Carried.

R2015-97 T. Butler, T. Piper: That we award Tender N-06-15, Surface Treatment – Double Surface Treatment, Marion Drive and Pine Drive, to: Bruell Contracting Limited.
For the total amount, including applicable taxes, of: $44,948.01. Carried.

R2015-98 T. Butler, T. Piper: That we award Tender N-07-15, Quarried Granite – Applied to Marion Drive and Pine Drive, to: Evan Hughes Excavating.
For the total amount, including applicable taxes, of: $24,872.43. Carried.

Council discussed a Tender process for the destruction and removal of the Commanda Storage Building.

R2015-99 T. Butler, L. Smith: That we recommend consent application No. B/7/Nipissing/2015, applicant Ronald and Deborah Brenner, for approval, subject to the following conditions;
1. The lot must comply with the consent Policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan.
2. The proposed severed and retained land must front on a public road for a minimum continuous distance of 60 metres.
3. Any travelled road situated on the subject property should be transferred to the municipality for road purposes.
4. That the Lands to be Severed be subject to Site Plan Control so that a suitable location can be identified for a 1 ha building envelope outside the MDS 1 setback.
5. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township Office.
Carried.

R2015-100 T. Piper, L. Smith: That we donate $100 to the Almaguin Highlands Secondary School Graduation Awards. Carried.

R2015-101 L. Smith, T. Butler: That we accept the correspondence as presented. Carried.

R2015-102 T. Piper, L. Smith: That the statement of accounts dated: May 20 and 25, 2015, totaling $69,715.97, be approved. Carried.

R2015-103 L. Smith, T. Piper: That we support the “Proposal for a Residential Hospice” application prepared by Nipissing Serenity Hospice. Carried.

R2015-104 T. Butler, L. Smith: That we appoint Karin Ann Brent to the Nipissing Township Museum Board. Carried.

R2015-105 T. Piper, L. Smith: That we authorize the Fire Chief to offer the 1999 Tanker #1 for sale using GovDeals.com and that the Fire Chief be authorized to accept the highest bid. Carried.

R2015-106 T. Piper, L. Smith: That we pass By-Law No. 2015-18, being a by-law to confirm the proceedings of Council at its meeting held on May 26, 2015. Read the first, second and third time and passed this 26th day of May, 2015. Carried.

R2015-107 T. Butler, T. Piper: That the meeting be adjourned. Time: 8:56 p.m. Next regular meeting June 9, 2015. Carried.
