TOWNSHIP OF NIPISSING
Tuesday, September 15, 2015

A regular meeting of the Township of Nipissing Council was held on Tuesday, September 15, 2015.

Present: Mayor Pat Haufe and Councillors Tom Butler, Tom Piper and Liz Smith.

Regrets: Councillor Dougal Culham.

Staff and visitors present: Dr. J. Chirico, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Tom Butler and Councillor Liz Smith.

Presentation by Dr. J. Chirico, Medical Officer of Health/Executive Officer of the North Bay Parry Sound District Health Unit regarding the Approval Request for the Accommodation Planning – Phase II.

R2015-175 T. Piper, L. Smith: Now Therefore Be It Resolved, That the Council for the Township of Nipissing approves the North Bay Parry Sound District Health Unit’s Proposal to construct a new building for its use on land owned by the Health Unit on Oak Street in North Bay, at a project cost not to exceed $20M, exclusive of land, and that the project be funded by commercial borrowing to be repaid from its annual operating budget. Carried.

R2015-176 L. Smith, T. Piper: That the minutes of the meeting held September 1, 2015 be adopted as published. Carried.

R2015-177 T. Butler, L. Smith: That the minutes of the closed session meeting held September 1, 2015 be adopted. Carried.

Council discussed representation on the North Almaguin Planning Board and options moving forward.

R2015-178 L. Smith, T. Piper: That we authorize Tom Butler and Pat Haufe to attend the District of Parry Sound Municipal Association 2015 Fall meeting. Carried.

R2015-179 T. Butler, T. Piper: That we pass By-Law Number 2015-29, being a By-law to amend the Remuneration Schedule in the Township of Nipissing Pay Equity Plan.
Read a first, second and third time and passed this 15th day of September, 2015. Carried.

Council reviewed the Final Draft of the Fall 2015 Newsletter.

R2015-180 T. Butler, T. Piper: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

R2015-181 L. Smith, T. Piper: That we resume to an open public meeting. Time: 8:08 p.m. Carried.

R2015-182 T. Butler, L. Smith: That we accept the correspondence as presented. Carried.

Councillor Tom Butler declared pecuniary interest as his spouse is an employee of the Township and is listed in the Payroll Payable and he is employed by the Near North District School Board, listed in the Accounts Payable.

Councillor Liz Smith declared pecuniary interest as her employer is listed in the Accounts Payable.

R2015-183 T. Piper, P. Haufe: That the statement of accounts dated: September 2, 9 and 14, 2015, totaling $299,915.98, be approved. Carried.

R2015-184 T. Piper, L. Smith: That we pass By-Law No. 2015-30, being a by-law to confirm the proceedings of Council at its meeting held on September 15, 2015. Read the first, second and third time and passed this 15th day of September, 2015. Carried.

R2015-185 T. Piper, T. Butler: That the meeting be adjourned. Time: 8:15 p.m. Next regular meeting October 6, 2015. Carried.
