TOWNSHIP OF NIPISSING
Tuesday, October 6, 2015

A regular meeting of the Township of Nipissing Council was held on Tuesday, October 6, 2015.

Present: Mayor Pat Haufe and Councillors Tom Butler, Tom Piper and Liz Smith.

Regrets: Councillor Dougal Culham.

Staff and visitors present: Marie Rosset, Kathie Hogan, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Liz Smith.

Presentation by Powassan District Union Library CEO, Marie Rosset and Kathie Hogan regarding the ongoing and upcoming events at the library.

R2015-186 T. Butler, L. Smith: That the minutes of the meeting held September 15, 2015 be adopted as published. Carried.

R2015-187 T. Piper, L. Smith: That the minutes of the closed session meeting held September 15, 2015 be adopted. Carried.

R2015-188 T. Piper, L. Smith: That we approve the Municipality of Callander and Township of Nipissing Fire Services Review Committee recommendation for the administrative staff structure of the Fire Department. Carried.

R2015-189 T. Butler, T. Piper: That we recommend consent application No. B/20/Nipissing/2015, applicant Estate of Eileen Eckensviller, for approval, subject to the following conditions;
1. The lot must comply with the consent Policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan.
2. Any travelled road situated on the subject property should be transferred to the municipality for road purposes.
3. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township Office. Carried.

R2015-190 L. Smith, T. Butler: That we recommend consent application No. B/21/Nipissing/2015, applicant Estate of Eileen Eckensviller, for approval, subject to the following conditions;
1. The lot must comply with the consent Policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan.
2. Any travelled road situated on the subject property should be transferred to the municipality for road purposes.
3. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township Office. Carried.

A discussion was held regarding the possible use of Alternative Voting Methods for the 2018 Municipal Election. Staff was directed to investigate alternative voting methods and report back to Council at a future date.

R2015-191 T. Piper, T. Butler: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

R2015-192 L. Smith, T. Piper: That we resume to an open public meeting. Time: 8:20 p.m. Carried.

R2015-193 T. Butler, L. Smith: That we accept the correspondence as presented. Carried.

Councillor Liz Smith declared pecuniary interest as her employer is listed in the Accounts Payable.

R2015-194 T. Butler, T. Piper: That the statement of accounts dated: September 22 and 24, and October 5 and 6, 2015, totaling $209,269.07, be approved. Carried.

R2015-195 T. Piper, L. Smith: That we pass By-Law No. 2015-31, being a by-law to confirm the proceedings of Council at its meeting held on October 6, 2015. Read the first, second and third time and passed this 6th day of October, 2015. Carried.

R2015-196 T. Butler, L. Smith: That the meeting be adjourned. Time: 8:35 p.m. Next regular meeting October 20, 2015. Carried.
