TOWNSHIP OF NIPISSING
Tuesday, December 1, 2015

A regular meeting of the Township of Nipissing Council was held on Tuesday, December 1, 2015.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Karin Ann Brent; John-Paul Negrinotti; Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2015-232 D. Culham, T. Butler: That the minutes of the meeting held November 17, 2015 be adopted as published. Carried.

R2015-233 L. Smith, T. Piper: That the minutes of the closed session meeting held November 17, 2015 be adopted. Carried.

R2015-234 T. Butler, D. Culham: That the minutes of the special meeting held November 24, 2015 be adopted as published. Carried.

Discussion: Regarding a Pre-Consultation request received from P.A. Blackburn regarding a proposed lot addition from 95 Rockview Road. Information received from the Township Planning Consultant was provided. Staff recommended a Zoning Amendment in order to move forward with the proposal.

R2015-235 D. Culham, T. Butler: That we pass By-Law 2015-37, being a By-law to stop up, close and sell part of the Original Road Allowance between Concessions 4 & 5 within Lot 25 designated as Part 3 on Plan 42R-19917, in the Township of Nipissing, District of Parry Sound.
Read a first, second and third time and passed this 1st day of December, 2015. Carried.

R2015-236 T. Piper, L. Smith: That we set the Council meeting dates for 2016 as follows:
January 5 & 19, 2016; February 2 & 16, 2016; March 8 & 22, 2016; April 5 & 19, 2016;
May 10 & 24, 2016; June 7 & 21, 2016; July 12, 2016; August 9, 2016; September 6 & 20, 2016;
October 4 & 18, 2016; November 1 & 15, 2016; December 6 & 20, 2016. Carried.

R2015-237 T. Butler, D. Culham: That the Township Office will have the following Christmas Holiday hours:
Thursday, December 24th – 8:30 a.m. to 12:00 p.m.
Friday, December 25th – closed
Monday, December 28th – closed
Thursday, December 31, 2015 – 8:30 a.m. to 12:00 p.m.
Friday, January 1, 2016 – closed
Regular office hours for all other days.
Carried.

R2015-238 L. Smith, T. Piper: That we recommend consent application No. B/34/Nipissing/2015, shown as S1, applicant Derek McComb, for approval, subject to the following conditions;
1. The lot must comply with the consent Policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan.
2. Any travelled road situated on the subject property should be transferred to the municipality for road purposes.
3. The retained lands shown as R3 must have 60m frontage on a public road which is maintained on a year round basis by a public authority.
4. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township Office. Carried.

Councillor Liz Smith declared a pecuniary interest as her employer is listed in the Accounts Payable.

R2015-242 D. Culham, T. Butler: That the statement of accounts dated: November 19 and December 1, 2015, totaling $130,590.99, be approved. Carried.

R2015-243 T. Piper, L. Smith: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
c) a proposed or pending acquisition or disposition of land by the municipality or local board;
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; Time: 7:29 p.m. Carried.

R2015-244 D. Culham, T. Butler: That we resume to an open public meeting. Time: 7:48 p.m. Carried.

R2015-245 L. Smith, T. Piper: That we pass By-Law No. 2015-38, being a by-law to confirm the proceedings of Council at its meeting held on December 1, 2015. Read the first, second and third time and passed this 1st day of December, 2015. Carried.

R2015-246 T. Butler, D. Culham: That the meeting be adjourned. Time: 7:51 p.m. Next regular meeting December 15, 2015. Carried.
