A regular meeting of the Township of Nipissing Council was held on Tuesday, March 22, 2016.

Present: Mayor Pat Haufe and Councillors Tom Butler, Tom Piper and Liz Smith.

Staff and visitors present: Linda Andersen, Gladys Bateman, Todd Fearnley, Tom Marchant, James Scott, Tiffany Elliott, Reanda Doornink , Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: None.

Tom Butler – Matthews Maple Syrup Tree Tapping Ceremony

R2016-66 T. Butler, T. Piper: That the minutes of the meeting held March 8, 2016 be adopted as published. Carried.

Applicants for the Vacant Council Position addressed Council. Names were drawn by lot, presentations in order of selection:
Tom Marchant; Todd Fearnley; Gladys Bateman; James Scott; Linda Andersen.
Members of Council asked questions of the Candidates as per By-Law 2016-10.

Council members cast ballots in selection of a new Council member.
First round: 2 votes Andersen, 2 votes Marchant.
Second round: Linda Andersen selected by draw as the new member of the Township of Nipissing Council.

R2016-67 T. Butler, L. Smith: That we pass By-Law 2016-17, being a By-law to appoint a Councillor. Read a first, second and third time and passed this 22nd day of March, 2016. Carried.

Linda Andersen made the Declaration of Office.

Reanda Doornink made a presentation on behalf of the East Parry Sound Literacy Council.

R2016-68 L. Smith, T. Piper: That we grant permission to the owner of Lot 3, Plan 42M-559, to cross the Township shore road allowance to access a boat dock with the following conditions:
• The dock must comply with Section 3.8 and 3.49 of the Township of Nipissing Zoning By-Law 2012-12.
• The maximum length of the dock shall not exceed the length of the average of the abutting landowners. Carried.

R2016-69 L. Andersen, T. Butler: That we authorize a Pay Equity Review and Update of Current Human Resources Policy. Carried.

R2016-70 T. Piper, L. Smith: That we donate $100 to the Powassan Maple Syrup Festival. Carried.

R2016-71 T. Butler, L. Andersen: That we accept the correspondence as presented. Carried.

R2016-72 T. Piper, L. Smith: That the statement of accounts dated March 10 and 22, 2016; totaling $383,334.00, be approved. Carried.

R2016-73 L. Smith, T. Piper: That we pass By-Law No. 2016-18, being a by-law to confirm the proceedings of Council at its meeting held on March 22, 2016. Read the first, second and third time and passed this 22nd day of March, 2016. Carried.

R2016-74 T. Butler, L. Andersen: That the meeting be adjourned. Time: 8:52 p.m. Next regular meeting April 5, 2016. Carried.
