TOWNSHIP OF NIPISSING
Tuesday, May 10, 2016

A regular meeting of the Township of Nipissing Council was held on Tuesday, May 10, 2016.

Present: Mayor Pat Haufe and Councillors Linda Andersen and Tom Piper.

Staff and visitors present: Thomas Morrow, Margaret Dianne Morrow, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

Regrets: Councillors Tom Butler and Liz Smith.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: None.
Disclosure of Conflict of Interest: Councillor Tom Piper declared a conflict of interest on Agenda Items 9 and 10.

R2016-100 L. Andersen, T. Piper: That the minutes of the meeting held April 19, 2016 be adopted as published. Carried.

R2016-101 T. Piper, L. Andersen: That the minutes of the closed session minutes of the meeting held April 19, 2016 be adopted. Carried.

R2016-102 T. Piper, L. Andersen: That we recommend consent application No. B/11/NIPISSING/2016, Addition to a lot, applicant Miller and Urso Surveying Inc. for Property Owner 803377 Alberta Inc. for approval, subject to the following conditions;
1. The lot must comply with the Township of Nipissing=s Official Plan policies.
2. That the 0.385 Ha of land severed from PIN 52218-0223 be added to
PIN 52218-0224 as proposed.
3. Confirmation in writing from the surveyor that the existing garage meets the minimum Zoning By-law side yard setback requirement of 3 metres.
4. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.

R2016-103 T. Piper, L. Andersen: That we pass By-Law Number 2016-25, being a By-Law to specify the annualized tax limit, prior year’s current value assessment tax limit, claw back percentages, the capping threshold parameters and the minimum tax level for new to class/new construction properties for the Township of Nipissing.
Read a first, second and third time and passed this 10th day of May, 2016. Carried.

R2016-104 L. Andersen, T. Piper: That we pass By-Law Number 2016-26, being a By-Law to set tax ratios for municipal purposes for the year 2016.
Read a first, second and third time and passed this 10th day of May, 2016. Carried.

R2016-105 T. Piper, L. Andersen: That we accept the resignation of Mayor Pat Haufe from the Joint Shared Fire Services Review Committee;
And that we appoint Councillor Linda Andersen as a representative to the Joint Shared Fire Services Review Committee. Carried.

Councillor Tom Piper declared a Conflict of Interest for items 9 and 10 on the Agenda and abstained from discussion and voting.

R2016-106 L. Andersen, P. Haufe: That we recommend consent application No. B/9/NIPISSING/2016, Addition to a lot, applicant Miller and Urso Surveying Inc. for Property Owners James Todd White and Vanessa Dawn White for approval, subject to the following conditions;
1. The lot must comply with the Township of Nipissing=s Official Plan policies.
2. That the 541 m2 of land severed from PIN 52216-0245 be added to PIN 52216-0384 as proposed.
3. Access easements should be established to ensure that appropriate access is provided to each of the landowners who have traditionally used the road crossing the subject lands.
4. That a building location survey be prepared and submitted to the Township of Nipissing confirming Zoning By-law conformity.
5. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.

R2016-107 L. Andersen, P. Haufe: That we recommend consent application No. B/10/NIPISSING/2016, Addition to a lot, applicant Miller and Urso Surveying Inc. for Property Owners Patricia Jean White and James Dale White for approval, subject to the following conditions;
1. The lot must comply with the Township of Nipissing=s Official Plan policies.
2. That the 6800m2 of land severed from PIN 52216-0384 be added to PIN 52216-0245 as proposed.
3. Access easements should be established to ensure that appropriate access is provided to each of the landowners who have traditionally used the road crossing the subject lands.
4. That a building location survey be prepared and submitted to the Township of Nipissing confirming Zoning By-law conformity.
5. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.

R2016-109 T. Piper, L. Andersen: That the statement of accounts dated April 21 and May 3 and 10, 2016; totaling $172,345.90, be approved. Carried.

R2016-110 L. Andersen, T. Piper: That we authorize the Treasurer-Deputy Clerk to attend the 2016 Northeastern Municipal Treasurer’s Forum in Sudbury, November 3 and 4, 2016. Carried.

R2016-111 T. Piper, L. Andersen: That we pass By-Law No. 2016-27, being a by-law to confirm the proceedings of Council at its meeting held on May 10, 2016. Read the first, second and third time and passed this 10th day of May, 2016. Carried.

R2016-112 L. Andersen, T. Piper: That the meeting be adjourned. Time: 8:20 p.m. Next regular meeting May 24, 2016. Carried.
