TOWNSHIP OF NIPISSING
Tuesday, June 21, 2016

A regular meeting of the Township of Nipissing Council was held on Tuesday, June 21, 2016.

Present: Mayor Tom Piper, Councillors Linda Andersen, Tom Butler and Liz Smith.

Staff and visitors present: Robert Niemi, Sherry Roberts, Ray Tester, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2016-135 L. Smith, T. Butler: That the minutes of the meeting held June 7, 2016 be adopted as published. Carried.

Presentation from Robert Niemi, Michael A. Hardy Professional Corporation, regarding access over an unopened road allowance.

An update on the Wade’s Landing considerations provided by Oceans and Fisheries Canada was provided to Council by the CAO-Clerk.

R2016-136 L. Smith, T. Butler: WHEREAS the Council of the Township of Nipissing recognizes the significant value of local heritage;
AND WHEREAS the Township of Nipissing Strategic Plan has identified the Commanda Museum/General Store as a local historical feature;
AND WHEREAS we wish to encourage the preservation of local heritage buildings;
NOW THEREFORE we wish to support the Gurd and Area Historical Corporation by granting a donation of $2,600 to complete the payment of the promissory note on the Commanda Heritage Centre. Carried.

R2016-137 T. Butler, L. Andersen: That we pass By-Law Number 2016-35, being a By-Law to deem part of Registered Plan M236 in the Township of Nipissing not to be a Registered Plan of Subdivision for the purposes of Section 50(4) of the Planning Act.
Read a first, second and third time and passed this 21st day of June. Carried.

2016-138 L. Smith, L. Andersen: BE IT RESOLVED:
1. that this Council does approve “in principle” the Application of John Taylor to purchase the Shore Road Allowance located in front of Lot 2, Plan M200, Con 19, Part of Lot 10, Township of Nipissing.
2. that this resolution is subject to the following conditions:
• The Council shall select an independent search firm specializing in fishery issues and environmental issues to complete an independent investigation and report to determine the geographic limits where development could occur and to ensure compliance to the Provincial Policy Statement.
• That the applicant will be responsible for the payment of all the Municipality’s administrative, legal accounts and Environmental Impact Study costs in connection with the processing of this application.
• That in accordance with the Municipality’s policy, notice and a copy of the draft plan will be mailed to the adjacent owners. Carried.

R2016-139 T. Butler, L. Andersen: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;

R2016-140 T. Butler, L. Andersen: That we resume to an open public meeting. Time: 8:03 p.m. Carried.

R2016-141 L. Smith, L. Andersen: That we accept the correspondence as presented. Carried.

R2016-142 L. Andersen, T. Butler: That the statement of accounts dated June 16 and 21, 2016; totaling $116,555.86, be approved. Carried.

R2016-143 L. Smith, T. Butler: That we pass By-Law Number 2016-36, being a By-law to appoint the position of Museum Curator.
Read a first, second and third time and passed this 21st day of June, 2016. Carried.

R2016-144 L. Smith, L. Andersen: That we pass By-Law No. 2016-37, being a by-law to confirm the proceedings of Council at its meeting held on June 21, 2016. Read the first, second and third time and passed this 21st day of June, 2016. Carried.

R2016-145 T. Butler, L. Andersen: That the meeting be adjourned. Time: 8:23 p.m. Next regular meeting July 12, 2016. Carried.
