A regular meeting of the Township of Nipissing Council was held on Tuesday, September 20, 2016.

Present: Mayor Tom Piper, Tom Butler, Tom Marchant and Liz Smith.

Regrets: Councillor Linda Andersen

Staff and visitors present: John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2016-201 L. Smith, T. Marchant: That the minutes of the meeting held September 6, 2016 be adopted as published. Carried.

R2016-202 T. Butler, T. Marchant: That the minutes of the closed session meeting held September 6, 2016 be adopted. Carried.

R2016-203 T. Marchant, L. Smith: That we pass By-Law Number 2016-43, being a By-law to adopt a revised compensation pay equity report for the Township of Nipissing.
Read a second and third time this 20th day of September, 2016. Carried.

R2016-204 T. Butler, L. Smith: That we pass By-Law Number 2016-50, being a By-law to adopt a Human Resources Policy and Procedures Manual for the Township of Nipissing.
Read a first, second and third time and passed this 20th day of September, 2016. Carried.

R2016-205 T. Marchant, L. Smith: That we pass By-Law #2016-51, being a By-law to authorize the purchase of land (McClanaghan).

R2016-206 L. Smith, T. Butler: That we recommend consent application No. B/26/NIPISSING/2016, creation of a new lot, applicants Anton and Yvonne Hossli, for approval subject to the following conditions:
1. The lot must comply with the Township of Nipissing’s Official Plan Policies.
2. The proposed severed and retained land must front on a public road for a minimum continuous distance of 60 metres.
3. As per section 3.3.8 of the Official Plan, the owner of the subject land shall dedicate a minimum of 10 metres on either side of the existing road centerline to the municipality for road purposes.
4. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.

Council reviewed a draft Request for Proposal for Self-Contained Breathing Apparatus (SCBA) units for the Fire Department.

R2016-207 L. Smith, T. Marchant: That we accept the correspondence as presented. Carried.

R2016-208 T. Marchant, T. Butler: That the statement of accounts dated September 8, 15 and 20, 2016; totaling $292,855.87, be approved. Carried.

R2016-209 L. Smith, T. Marchant: That we appoint Brenda Lennon, Kerry Kloiber and Gladys Bateman to the Nipissing Township Museum Board. Carried.

R2016-210 T. Butler, T. Marchant: That the Mayor and CAO-Clerk-Deputy Treasurer be authorized to sign a Resolution Regarding Banking and Security with the Royal Bank. Carried.

R2016-211 T. Butler, T. Marchant: That we authorize Councillor Liz Smith and Treasurer-Deputy Clerk Kris Croskery-Hodgins to attend the 2017 AMO Annual Conference in Ottawa. Carried.

R2016-212 L. Smith, T. Butler: That we pass By-Law No. 2016-52, being a by-law to confirm the proceedings of Council at its meeting held on September 20, 2016. Read the first, second and third time and passed this 20th day of September, 2016. Carried.

R2016-213 T. Butler, L. Smith: That the meeting be adjourned. Time: 8:08 p.m. Next regular meeting October 4, 2016. Carried.
