TOWNSHIP OF NIPISSING
Tuesday, December 19, 2017

A regular meeting of the Township of Nipissing Council was held on Tuesday, December 19, 2017.

Present: Mayor Tom Piper, Councillors Linda Andersen, Tom Butler, Tom Marchant and Liz Smith.

Staff and visitors present: Karen Straus, Peter Straus, Gerry Felker, Dave Yemm, Will Bateman, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: None.

Staff Reports: Dave Yemm, Operations Superintendent –verbal and written report.
John-Paul Negrinotti, EDO-CEMC-Planning Assistant – verbal report.

Public discussion: A request was received from the South Shore Snowmobile Club regarding the use of an unopened road allowance on Alsace Road. Adjacent landowners were notified of the request and advised of the scheduled public discussion.

R2017-216 L. Smith, T. Marchant: That the minutes of the meeting held December 5, 2017 be adopted as published. Carried.

R2017-217 T. Butler, L. Andersen: That the minutes of the closed session meeting held December 5, 2017 be adopted. Carried.

R2017-218 T. Marchant, L. Smith: That we transfer the machine credit for the Road Equipment and Landfill Excavator to reserve at the end of 2017;
And that we transfer $32,000 to reserve for Fire Equipment;
And that we transfer an additional $50,000 to reserve for Road Equipment. Carried.

R2017-219 L. Andersen, T. Butler: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
e) litigation or potential litigation, including matters before administrative tribunals, affecting the
municipality or local board;

R2017-220 L. Smith, T. Marchant: That we resume to an open public meeting. Time: 7:51 p.m. Carried.

R2017-221 L. Andersen, T. Butler: WHEREAS it was proposed that the Township of Nipissing and the Municipality of Callander will manage and operate a Fire Department through a Board of Management;
AND WHEREAS a by-law to establish the Callander-Nipissing Fire Department has not been executed;
AND WHEREAS all existing agreements between the parties, as amended, with respect to fire protection have become null and void;
NOW THEREFORE Council of the Township of Nipissing wishes to advise that it will not be participating in a joint fire board for the management and operation of the Callander-Nipissing Fire Department;
AND THEREFORE the Township of Nipissing does not require the services of a Fire Chief through a Shared Fire Chief Services Agreement with the Municipality of Callander effective December 31, 2017.
Resolutions R2017-163; R2017-169; R2017-170 and R2017-198 are hereby rescinded. Carried.

R2017-222 T. Marchant, L. Smith: That we pass By-Law Number 2017-47, being a By-Law to adopt a Municipal Position Description for a Fire Chief for the Township of Nipissing.

R2017-223 L. Smith, T. Marchant: That we pass By-Law Number 2017-48, being a By-Law to amend the Remuneration Schedule in the Township of Nipissing Pay Equity Plan.
Read a first, second and third time and passed this 19th day of December, 2017. Carried.

R2017-224 T. Butler, L. Andersen: That we pass By-Law Number 2017-49, being a By-Law to establish the remuneration and payment of expenses to members of Council.
Read a first, second and third time and passed this 19th day of December, 2017. Carried.

R2017-225 T. Marchant, L. Smith: That we pass By-Law 2017-50, being a By-Law to confirm the appointment of members to the Township of Nipissing Committee of Adjustment.
Read a first, second and third time and passed this 19th day of December, 2017. Carried.

R2017-226 L. Andersen, T. Butler: That we adopt the 2018 five-year Capital Forecast as presented. Carried.

R2017-227 L. Smith, T. Marchant: That we accept the Quotation from Spectrum Group for the purchase and installation of TRBONET dispatch software for the Township of Nipissing Fire Department, totaling $9,864.90 including applicable taxes. Carried.

R2017-228 T. Butler, L. Andersen: That we pass By-Law Number 2017-51, being a By-Law to authorize temporary borrowing from time to time to meet current expenditures during the fiscal year ending December 31, 2018.

R2017-229 T. Marchant, L. Smith: That we accept the correspondence as presented. Carried.

R2017-230 T. Butler, L. Andersen: That the statement of accounts dated: December 6, 14 and 19, 2017; totaling $73,689.25, be approved. Carried.

R2017-231 L. Smith, T. Marchant: That we pass By-Law No. 2017-52, being a by-law to confirm the proceedings of Council at its meeting held on December 19, 2017. Read the first, second and third time and passed this 19th day of December, 2017. Carried.

R2017-232 L. Andersen T. Butler: That the meeting be adjourned. Time: 8:23 p.m. Next regular meeting January 2, 2018. Carried.
