TOWNSHIP OF NIPISSING

Tuesday, May 18, 2010

A regular meeting of the Township of Nipissing Council was held on Tuesday, May 18, 2010.

Present: Mayor Wendy Prieur and Councillors Kalvin Young, Dougal Culham, Leslee Lawrence Straus and Pat Haufe.

Staff and visitors present: Carol Barton, Liz Smith, Kevin Martin, Douglas Harris, John-Paul Negrinotti, Dave Yemm, Brian Mehaffy and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2010-154 K. Young, L. Lawrence Straus: That we pass By-law Number 2010-58 being a By-law to appoint a Deputy Fire Chief for the Volunteer Fire Department in the Township of Nipissing.

R2010-155 D. Culham, P. Haufe: That the minutes of the meeting held April 27, 2010 and the Special Meeting held May 4, 2010 be adopted as published. Carried.

A written request from the South Shore/Restoule Snowmobile Club to use a portion of unopened road allowance between Lots 5 and 6 from Concession 11 to 18 (Geographic Township of Gurd) was deferred until a representative from the local club is able to attend a council meeting to provide additional project information.

Tenders received for Quarried Granite contract N-03-10 were rejected. The contract will be re-tendered.

R2010-156 L. Lawrence Straus, K. Young: BE IT RESOLVED:
1. that this Council does approve “in principle” the Application of Yvon and Cecile Rainville to purchase the Shore Road Allowance in front of their property located at Lot 3, Concession 19, Township of Nipissing.

2. that this resolution is subject to the following conditions:

a. That the Rainville’s will be responsible for the payment of all the Municipality’s administrative and legal accounts in connection with the processing of this application.
b. That in accordance with the Municipality’s policy, notice and a copy of the draft plan will be mailed to the adjacent owners.

R2010-157 P. Haufe, D. Culham: BE IT RESOLVED:
3. that this Council does approve “in principle” the Application of Margaret Roynon Hughes to purchase the Shore Road Allowance in front of her property located at Lot 3, Concession 19, Township of Nipissing.
4. that this resolution is subject to the following conditions:
a. That the applicant will be responsible for the payment of all the Municipality’s administrative and legal accounts in connection with the processing of this application.
b. That in accordance with the Municipality’s policy, notice and a copy of the draft plan will be mailed to the adjacent owners.

R2010-158 K. Young, L. Lawrence Straus: That we pass By-law Number 2010-45 being a By-law to adopt a Policy for the Smoke Alarm Program for the Nipissing Fire Department.

R2010-159 D. Culham, P. Haufe: That we pass By-law Number 2010-51 being a By-law to adopt a Municipal Alcohol Policy for the Township of Nipissing.

R2010-160 L. Lawrence Straus, K. Young: That we pass By-law Number 2010-52 being a By-law to amend the Human Resources Policy Manual for the Township of Nipissing to include a policy on violence and harassment in the workplace.

R2010-161 P. Haufe, D. Culham: That we pass By-law Number 2010-53 being a By-law to
adopt a Policy for the Posting of Fire Department Career Positions for the Nipissing Fire Department.

R2010-162 L. Lawrence Straus, K. Young: That we pass By-law Number 2010-54 being a By-law to adopt Position Descriptions for the Township of Nipissing Volunteer Fire Department.

R2010-163 D. Culham, P Haufe: That we pass By-law Number 2010-55 being a By-law to adopt a policy on the Use of Tobacco Products while performing all duties of the Nipissing Volunteer Fire Department.

R2010-164 K. Young, L. Lawrence Straus: That we pass By-law Number 2010-56 being a By-law to amend By-law Number 2010-27, Schedule “A” Use of SCBA (Self Contained Breathing Apparatus).

R2010-165 D. Culham, P. Haufe: That we pass By-law Number 2010-57 being a By-law to adopt a Municipal Position Description for the Labourer/General Maintenance position.

R2010-166 L. Lawrence Straus, K. Young: That we accept the correspondence as presented. Carried.

R2010-167 K. Young, L. Lawrence Straus: That the statement of accounts dated May 18, 2010 be approved. $94,712.17
Carried.

R2010-168 L. Lawrence Straus, K. Young: BE IT RESOLVED

1. that this Council does approve “in principle” the Applications of Sage Homes Limited and Margaret Charlton to purchase the Shore Road Allowance in front of their respective properties located in front of Lot 10, Concession 18, Township of Nipissing.

2. that this resolution is subject to the following conditions:

a) that Sage Homes Limited will be responsible for the payment of all the Municipality’s administrative and legal accounts in connection with the processing of both applications.

b) that in accordance with the Municipality’s policy, notice and a copy of the draft plan will be mailed to the adjacent owner to the south. Mr. Link, for comments.
