TOWNSHIP OF NIPISSING
Tuesday, February 8, 2022
A regular meeting of the Township of Nipissing Council was held on Tuesday, February 8, 2022.
As per the Provincial regulations in response to COVID-19, the meeting was held virtually using the Zoom platform, in person at the Township of Nipissing Community Centre, and livestreamed to the Township of Nipissing YouTube Channel.
Present: Mayor Tom Piper and Councillors Steve Kirkey, Liz Moore and James Scott.
Zoom: Councillor Tom Marchant.
Present: Fire Chief Will Bateman, Operations Superintendent Dan MacInnis, Acting Deputy-Clerk, Land Planning and Technology Administrator John-Paul Negrinotti, Office Assistant Kristin Linklater and Municipal Administrator Kris Croskery-Hodgins.

Mayor Piper acknowledged the volunteers for the various committees of the Township and the Township of Nipissing Fire Department for their dedication and service.
R2022-20 L. Moore, S. Kirkey: That the minutes of the Council Meeting held January 18, 2022 be adopted as published. Carried.
R2022-21 T. Marchant, J. Scott: That we accept and approve the 2021 Audited Financial Statements as presented. Carried.
Item #7 on the Agenda, authorization of security cameras, was deferred to the February 22, 2022 meeting pending further information.
R2022-22 L. Moore, J. Scott: That we transfer $16,913.52 from the Safe Restart Fund in reserve to apply to overrun costs associated with the ICIP funding for replacement and upgrades to the ventilation systems in the Community Centre, Public Works Garage and Township Office in 2021. Carried.

R2022-23 S. Kirkey, T. Marchant: That we designate $30,000 from the Modernization Funds in reserve to be used for Broadband and Internet projects within the Township of Nipissing as they may become available. Carried.
R2022-24 S. Kirkey, L. Moore: That we authorize the release of a Request for Proposal for Consulting Services to provide annual water quality monitoring and reporting for the Township of Nipissing Waste Disposal Sites. Carried.
R2022-25 T. Marchant, J. Scott: That we authorize the release of a Request for Proposal for the supply and support of a Municipal Software program. Carried.
R2022-26 S. Kirkey, L. Moore: That we authorize the release of a Request for Proposal for the supply and installation of playground equipment for Heritage Park. Carried.
R2022-27 J. Scott, S. Kirkey: WHEREAS Community Safety is a priority for the Township of Nipissing;
AND WHEREAS a Community Safety Zone has been enacted along Beatty, Blake and Front Streets with a reduced speed limit of 40 km/h and increased fining capabilities;
AND WHEREAS South Shore Education Centre is located on Beatty Street with students and staff walking to the school and for events in the community;
AND WHEREAS the Nipissing Township Museum, Heritage Park Outdoor Rink and a future playground are located within the Community Safety Zone and along Highway 654 through the Hamlet area;
NOW THEREFORE the Township of Nipissing Council respectfully requests the Ministry of Transportation review the current speed limit of 70 km/h along Highway 654 from Lake Nipissing Road toward Highway 534 and consider a further reduction to 50 km/h in order to promote improved community safety. Carried.
R2022-28 J. Scott, T. Marchant: That we authorize Councillor Moore to attend the 2022 FONOM/MMA Northeastern Ontario Municipal Conference hosted by the City of North Bay, May 9 to 11, 2022. Carried.
R2022-29 J. Scott, S. Kirkey: That we authorize the Municipal Administrator to attend the AMCTO 2022 Annual Conference in Niagara Falls, June 12-15, 2022. Carried.
R2022-30 L. Moore, S. Kirkey: Be it resolved that the report from the Municipal Administrator regarding the 2022 Council priorities be received. Carried.
R2022-31 S. Kirkey, J. Scott: That we accept the correspondence as presented. Carried.
R2022-32 J. Scott, L. Moore: That the statement of accounts dated January 20, February 3 and 4, 2022; totaling $292,522.18 be approved. Carried.
R2022-33 T. Marchant, L. Moore: That we pass By-Law No. 2022-07, being a by-law to confirm the proceedings of Council at its meeting held on February 8, 2022.
Read the first, second and third time and passed this 8th day of February, 2022. Carried.
