TOWNSHIP OF NIPISSING
Tuesday, May 18, 2021

A regular meeting of the Township of Nipissing Council was held on Tuesday, May 4, 2021.
In response to the Stay at Home Order under the Provincial Emergency Declaration, the meeting was held at the Township of Nipissing Community Centre, 2381 Hwy 654 and the audio recording posted to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Tom Marchant, Liz Moore and James Scott.
Present: Fire Chief Will Bateman, Office Assistant Kristin Linklater, Operations Superintendent Dan MacInnis, EDO-CEMC-Planning Assistant John-Paul Negrinotti and Interim CAO-Clerk-Treasurer Kris Croskery-Hodgins.

R2021-106 L. Moore, J. Scott: That the minutes of the meeting held May 4, 2021 be adopted as published. Carried.

R2021-107 T. Marchant, J. Scott: That the minutes of the closed meeting held May 4, 2021 be adopted. Carried.

R2021-108 J. Scott, L. Moore: That the minutes of the special meeting held May 11, 2021 be adopted as published. Carried.

R2021-109 S. Kirkey, J. Scott: That the Mayor and Acting Deputy Clerk-EDO-CEMC-Planning Assistant be authorized to sign a Resolution Regarding Banking with the Royal Bank. Carried.

R2021-110 T. Marchant, L. Moore: THAT the Council of the Corporation of the Township of Nipissing supports the letter from the Norfolk County Agricultural Advisor Board dated December 20, 2021, regarding the application of the carbon tax on primary agriculture producers; and
THAT this resolution be sent to the Minister of Environment and Climate Change, The Honourable Vic Fedeli, MPP. Carried.

R2021-111 S. Kirkey, J. Scott: That we accept Tender NIP-PW-2021-2, Quarried Granite Stockpile from Evan Hughes Excavating for a cost of $38,561.25, including applicable taxes. Carried.

R2021-112 L. Moore, T. Marchant: That we accept Tender NIP-PW-2021-3, Winter Sand from A. Miron Topsoil Ltd. for a cost of $32,544.00, including applicable taxes. Carried.

R2021-113 S. Kirkey, J. Scott: That we authorize the re-tendering of NIP-PW-2021-6, Quarried Granite applied to Beatty Street due to circulation errors during the advertising period. Carried.

R2021-114 T. Marchant, J. Scott: That we accept Tender NIP-PW-2021-7, Quarried Granite to be picked up by the Municipality, from Evan Hughes Excavating Ltd. for a cost of $14,690.00, including applicable taxes. Carried.

R2021-115 L. Moore, J. Scott: That we accept Tender NIP-PW-2021-8, Double Surface Treatment from Duncor Enterprises Inc. for a cost of $47,567.58, including applicable taxes. Carried.

R2021-116 S. Kirkey, J. Scott: That we accept Tender NIP-PW-2021-10, Super Pave – Hot-Mix-Asphalt from Miller Paving Limited for a cost of $103,428.90, including applicable taxes. Carried.

R2021-117 T. Marchant, J. Scott: That we accept Tender NIP-PW-2021-11, Quarried B Granite to be picked up by the Municipality from Evan Hughes Excavating Ltd. for a cost of $32,205.00, including applicable taxes. Carried.

R2021-118 L. Moore, J. Scott: That we accept Tender NIP-PW-2021-12, Supply, crush and apply Quarried Granite – Birchgrove Drive from Evan Hughes Excavating Ltd. for a cost of $21,373.95, including applicable taxes. Carried.

R2021-119 L. Moore, S. Kirkey: That we accept the quote for new Township Welcome Signs and Fire Rating Signs from King Sportwear Inc.
Total amount $9,153.00, including applicable taxes. Carried.

R2021-120 L. Moore, T. Marchant: That we authorize the hiring of a Museum Manager and the limited Operation of the Nipissing Township Museum during the COVID-19 restrictions. Carried.

R2021-121 J. Scott, T. Marchant: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;

R2021-122 T. Marchant, S. Kirkey: That we resume to an open public meeting. Time: 7:26 p.m. Carried.

R2021-123 L. Moore, T. Marchant: That we pass By-Law Number 2021-27, being a By-law to adopt Municipal Position Descriptions for the CAO-Clerk-Deputy Treasurer, Treasurer-Deputy Clerk, Operations Superintendent, Fire Chief, and Land Planning & Technology Administrator positions and a revised Organizational Chart for the Township of Nipissing.

R2021-124 J. Scott, T. Marchant: That we pass By-Law Number 2021-27, being a By-law to confirm the appointment of members to the Township of Nipissing Committee of Adjustment.

R2021-125 S. Kirkey, T. Marchant: That we accept the correspondence as presented. Carried.

R2021-126 J. Scott, L. Moore: That the statement of accounts dated May 13 and 14, 2021; totaling $132,817.33 be approved. Carried.

R2021-127 T. Marchant, S. Kirkey: That we pass By-Law No. 2021-28, being a by-law to confirm the proceedings of Council at its meeting held on May 18, 2021.
