TOWNSHIP OF NIPISSING
Tuesday, January 4, 2022

A regular meeting of the Township of Nipissing Council was held on Tuesday, January 4, 2022.
As per the Provincial regulations in response to COVID-19, the meeting was held virtually using the Zoom platform and livestreamed to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Tom Marchant, Liz Moore and James Scott.
Present: Fire Chief Will Bateman, Operations Superintendent Dan MacInnis, Acting Deputy-Clerk, Land Planning and Technology Administrator John-Paul Negrinotti, Office Assistant Kristin Linklater and Municipal Administrator Kris Croskery-Hodgins.

The Outdoor Rink was mentioned in Chief Bateman’s report and in Superintendent MacInnis’ report.
Council discussed the mechanical issues encountered with the submersible pump used for flooding the outdoor rink. An option to use the water in the underground tank located at Heritage Park was reviewed and no opposition was presented.
Members of the Fire Department will fill the underground tank as required to ensure that there is water to flood the outdoor rink.

R2022-01 S. Kirkey, J. Scott: That the minutes of the Council Meeting held December 21, 2021 be adopted as published. Carried.

This part of our meeting is declared a public meeting pursuant to the provisions of Section 34 (12) of the Planning Act, R.S.O., 1990, to discuss an application for a change to Zoning By-Law 2020-20.

R2022-02 L. Moore, T. Marchant: That we pass By-Law Number 2022-01, being a By-Law to amend Zoning By-Law 2020-20, as amended.
Read a first, second and third time and passed this 4th day of January, 2022. Carried.

R2022-03 S. Kirkey, J. Scott: That we pass By-Law Number 2022-02, being a By-Law to authorize temporary borrowing from time to time to meet current expenditures during the fiscal year ending December 31, 2022.

R2022-04 L. Moore, T. Marchant: That we pass By-Law Number 2022-03, being a By-Law to provide for an Interim Tax Levy.

R2022-05 S. Kirkey, J. Scott: That we pass By-Law Number 2022-04, being a By-Law to confirm the appointment of members to the Township of Nipissing Committee of Adjustment.
Read a first, second and third time and passed this 4th day of January, 2022. Carried.

R2022-06 L. Moore, S. Kirkey: THAT we support the Resolution dated November 15, 2021 from the City of St. Catharines requesting that the provincial government take the necessary steps to work with the federal government to ensure a new national child care program be made available to Ontarians. Carried.

R2022-07 S. Kirkey, J. Scott: That we approve the January Newsletter for circulation as presented. Carried.

R2022-08 L. Moore, S. Kirkey: That we accept the correspondence as presented. Carried.

R2022-09 J. Scott, T. Marchant: That the statement of accounts dated December 23 and 31, 2021 and January 3, 2022; totaling $102,566.46 be approved. Carried.

R2022-10 L. Moore, S. Kirkey: That we pass By-Law No. 2022-05, being a by-law to confirm the proceedings of Council at its meeting held on January 4, 2022.
Read the first, second and third time and passed this 4th day of January, 2022. Carried.

R2022-11 T. Marchant, S. Kirkey: That the meeting be adjourned. Time: 7:08 p.m. Next regular meeting to be held January 18, 2022. Carried.
