TOWNSHIP OF NIPISSING
Tuesday, March 29, 2022

A regular meeting of the Township of Nipissing Council was held on Tuesday, March 29, 2022.
In response to COVID-19 precautions, the meeting was held virtually using the Zoom platform, in person at the Township of Nipissing Community Centre, and livestreamed to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Liz Moore and James Scott.
Zoom: Councillor Tom Marchant, Municipal Administrator Kris Croskery-Hodgins.
Staff: Fire Chief Will Bateman, Operations Superintendent Dan MacInnis, Administrative Assistant-Deputy Clerk Kristin Linklater and Land Planning & Technology Administrator – Deputy Treasurer John-Paul Negrinotti.
Guests: Penelope Wallace and Rose Haufe.

R2022-63 S. Kirkey, L. Moore: That the minutes of the Council Meeting held March 15, 2022 be adopted as published. Carried.

R2022-64 T. Marchant, J. Scott: That we pass By-Law Number 2022-17, being a By-Law to provide the rules and regulations that govern the Nipissing Union Cemetery, the St. John’s Alsace Cemetery and Commanda Union Cemetery.
Read a first, second and third time and passed this 29th day of March, 2022. Carried.

R2022-65 L. Moore, S. Kirkey: That we pass By-Law Number 2022-18, being a By-Law to adopt a Municipal Position Description for a Grader and Equipment Operator for the Township of Nipissing.
Read a first, second and third time and finally passed this 29th day of March, 2022. Carried.

R2022-66 J. Scott, S. Kirkey: That we pass By-Law Number 2022-19, being a By-Law to set tax ratios for Municipal purposes for the year 2022.
Read a first, second and third time and passed this 29th day of March, 2022. Carried.

The Final Draft of the 2022 Proposed Budget was discussed.

R2022-67 T. Marchant, L. Moore: That we pass By-Law Number 2022-20, being a By-Law to adopt the estimates for all sums required for the year, to provide for the adoption of tax rates and to further provide for penalty and interest in default of payment thereof for 2022.

R2022-68 J. Scott, S. Kirkey: That we accept a Quotation from Stinson-Owl Lite Traffic & Infrastructure Solutions for the supply of a set of Single Head Portable Signal lights for traffic control purposes during construction projects.
Quotation cost: $33,843.50 including applicable taxes. Carried.

R2022-69 L. Moore, J. Scott: That we accept the Quote received from Spectrum Group for the supply of a telecommunications tower and repeater equipment.
Total: $34,803.25, including applicable taxes. Carried.

R2022-70 T. Marchant, J. Scott: WHEREAS Community Safety is a priority for the Township of Nipissing;
AND WHEREAS Highway 522 through the Hamlet Designation is a Provincial Highway with a speed limit of 80 km/h and sees significant traffic;
AND WHEREAS the Commanda Museum and Commanda Community Centre are located along Highway 522 through the Settlement Area, as designated on the Official Plan;
NOW THEREFORE the Township of Nipissing Council respectfully requests the Ministry of Transportation review the current speed limit of 80 km/h along Highway 522 from Alsace Road to Old Nipissing Road and consider a further reduction to 60 km/h in order to promote improved community safety. Carried.

R2022-71 L. Moore, S. Kirkey: That we donate $100 to the Powassan Agricultural Society 2022 Fall Fair. Carried.

R2022-72 S. Kirkey, J. Scott: That we approve the updated Use of Municipal Resources During an Election Campaign Rules and Procedures document as presented. Carried.

R2022-73 L. Moore, T. Marchant: That we authorize the Mayor to sign a letter to submit comments regarding the use of floating accommodations on waterways over Ontario’s public lands. Carried.

R2022-74 S. Kirkey, J. Scott: That we approve the Spring 2022 Newsletter for circulation as presented. Carried.

R2022-75 L. Moore, J. Scott: That we authorize the Township Office to close from 12 p.m. to 4:30 p.m. on Wednesday, April 13, 2022 to allow the staff to participate in Municipal Election Training. Carried.

R2022-76 S. Kirkey, L. Moore: That we accept the correspondence as presented. Carried.

Councillor James Scott declared a pecuniary interest in the Accounts as his spouse is listed in the Accounts Payable.

R2022-77 T. Marchant, L. Moore: That the statement of accounts dated March 16 and 24, 2022; totaling $231,852.86 be approved. Carried.

R2022-78 S. Kirkey, J. Scott: That we pass By-Law No. 2022-21, being a by-law to confirm the proceedings of Council at its meeting held on March 29, 2022.
Read the first, second and third time and passed this 29th day of March, 2022. Carried.

R2022-79 L. Moore, S. Kirkey: That the meeting be adjourned. Time: 7:26 p.m. Next regular meeting to be held April 12, 2022. Carried.
