TOWNSHIP OF NIPISSING
Tuesday, August 17, 2021

A regular meeting of the Township of Nipissing Council was held on Tuesday, August 17, 2021.
In response to the Provincial regulations in response to COVID-19, the meeting was held at the Township of Nipissing Community Centre, 2381 Hwy 654 and livestreamed to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Tom Marchant, Liz Moore and James Scott.
Present: Fire Chief Will Bateman, Office Assistant Kristin Linklater, Acting Deputy Clerk and Land Planning & Technology Administrator John-Paul Negrinotti and Acting CAO-Clerk-Treasurer Kris Croskery-Hodgins.
Via Zoom: Lisa McLenon and Marie Wardman, Aecom.

Disclosure of pecuniary interest: Councillor James Scott.

Lisa McLenon and Marie Wardman from Aecom provided a presentation on the 2020 Year End reports for the Bear Creek and Wolfe Lake Landfill Sites.
Lisa and Marie signed out of the meeting following their presentation.

R2021-174 L. Moore, S. Kirkey: That the minutes of the meeting held July 13, 2021 be adopted as published. Carried.

Item number 5 on the Agenda, Adopt the Closed Session minutes of the meetings held July 13 and August 3, 2021, was deferred pending receipt of the printed documents for review.

R2021-175 S. Kirkey, J. Scott: That we award RFP-2021-Recycling for Recycling Services to Canor Construction Inc. Carried.

R2021-176 T. Marchant, L. Moore: That we appoint Shelly Foote and Steph Duchesne as members of the Township of Nipissing Recreation Committee. Carried.

R2021-177 L. Moore, S. Kirkey: That we send a letter of support for the Child Youth Advocacy Centre, Victim Support Grant. Carried.

R2021-178 T. Marchant, L. Moore: That Council authorizes the Nipissing Township Museum to extend the seasonal operating schedule to open May to October annually, allowing for weekend openings outside of June, July and August. Carried.

R2021-179 S. Kirkey, J. Scott: That we authorize the Mayor to sign Phase Two documents of the Canada Community Recovery Fund application for the Heritage Park Playground project. Carried.

R2021-180 L. Moore, S. Kirkey: That we pass By-Law Number 2021-36, being a By-law to prohibit or regulate animals, other than dogs and cats, within the Township of Nipissing.

R2021-181 T. Marchant, J. Scott: That we pass By-Law Number 2021-38, being a By-law to authorize the creation and operation of a Recreation Committee for the conduct of recreational programming and management of the Township of Nipissing Community Centre for the Corporation of the Township of Nipissing.

R2021-182 J. Scott, L. Moore: That we pass By-Law Number 2021-39, being a By-law to authorize the creation and operation of a Cemetery Committee for the administration of the Nipissing Union Cemetery, Commanda Cemetery and the St. John’s Alsace Cemetery, for the Corporation of the Township of Nipissing.

An update on the 2021 Budget was provided.

Council reviewed the Draft Fall Newsletter.

R2021-183 J. Scott, S. Kirkey: That we accept the correspondence as presented. Carried.

Councillor James Scott declared a pecuniary interest as his spouse is listed in the Accounts Payable.

R2021-184 L. Moore, T. Marchant: That the statement of accounts dated July 10, 16, 23 and 24, and August 3, 7, 11 and 12, 2021; totaling $443,408.18 be approved. Carried.

R2021-185 L. Moore, T. Marchant: That we pass By-Law No. 2021-40, being a by-law to confirm the proceedings of Council at its meeting held on August 17, 2021.
Read the first, second and third time and passed this 17th day of August, 2021. Carried.

R2021-186 S. Kirkey, J. Scott: That the meeting be adjourned. Time: 8:38 p.m. Next regular meeting to be held September 7, 2021. Carried.
