TOWNSHIP OF NIPISSING
Tuesday, December 1, 2020

A regular meeting of the Township of Nipissing Council was held on Tuesday, December 1, 2020.
In response to the Social Distancing requirements for Covid-19 precautions, the meeting was held at the Township of Nipissing Community Centre, 2381 Highway 654.

Present: Mayor Tom Piper and Councillors Liz Moore and James Scott.
Regrets: Councillors Linda Andersen and Tom Marchant.
Present: Fire Chief Will Bateman, Operations Superintendent Dan MacInnis, EDO-CEMC-Planning Assistant John-Paul Negrinotti, Treasurer-Deputy Clerk Kris Croskery-Hodgins and CAO-Clerk Charles Barton.

R2020 -209 L. Moore, J. Scott: That the minutes of the meeting held November 17, 2020 be adopted as published. Carried.

R2020-210 J. Scott, L. Moore: WHEREAS the Council of the Township of Nipissing received a Planning Report from MHBC Planning dated December 1, 2020, regarding the passing of the Township’s new Zoning By-Law;
AND THEREFORE the Council of the Township of Nipissing deems it necessary and desirable to formally waive the two-year moratorium for Zoning By-law Amendments and Minor Variances in accordance with the provisions of Sections 34 (10.0.0.1 and 10.0.0.2) and 45 (1.3 and 1.4) of the Planning Act;
AND THAT Zoning By-Law No. 2020-20, being a By-law to regulate the use of land, buildings and structures in the Township of Nipissing, is passed.

R2020-211 L. Moore, J. Scott: That we pass By-Law Number 2020-47, being a By-law to establish rules governing the proceedings of Council, the calling of meetings and the conduct of Members.
Read a first, second and third time and passed this 1st day of December, 2020. Carried.

R2020-212 J. Scott, L. Moore: That we pass By-Law Number 2020-48, being a By-law to establish the remuneration and payment of expenses to members of Council.
Read a first, second and third time and passed this 1st day of December, 2020. Carried.

R2020-213 L. Moore, J. Scott: That we pass By-law Number 2020-49, being a By-law to amend the Remuneration Schedule in the Township of Nipissing Pay Equity Plan and update the Human Resources Policy Manual.
Read a first, second and third time and passed this 1st day of December, 2020. Carried.

R2020-214 L. Moore, J. Scott: That we set the Council meeting dates for 2021 as follows:
January 5 & 19, 2021; February 2 & 16, 2021; March 9 & 23, 2021; April 6 & 20, 2021; May 4 & 18, 2021; June 8 & 22, 2021; July 13, 2021; August 17, 2021; September 7 & 21, 2021; October 5 & 19, 2021; November 16, 2021; December 7 & 21, 2021. Carried.

R2020-215 J. Scott, L. Moore: That we authorize the purchase of 2 used steel storage containers for Fire Department training uses, from Powassan Storage Solutions, total $5,650.00. Carried.

R2020-216 L. Moore, J. Scott: That we accept the correspondence as presented. Carried.

R2020-217 J. Scott, L. Moore: That the statement of accounts dated November 26 & 27, December 1, 2020; totaling $165,555.60 be approved. Carried.

R2020-218 L. Moore, J. Scott: That we pass By-Law No. 2020-50, being a by-law to confirm the proceedings of Council at its meeting held on December 1, 2020.
Read the first, second and third time and passed this 1st day of December, 2020. Carried.

R2020-219 L. Moore, J. Scott: That the meeting be adjourned. Time: 7:15 p.m. Next regular meeting to be held December 15, 2020. Carried.
