TOWNSHIP OF NIPISSING
Tuesday, December 18, 2018
A regular meeting of the Township of Nipissing Council was held on Tuesday, December 18, 2018.
Present: Mayor Tom Piper, Councillors Linda Andersen, Tom Marchant, Liz Moore and James Scott.
Staff and visitors present: Will Bateman, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.
The meeting was called to order at 6:30 p.m.
Disclosure of pecuniary interest: Councillor James Scott.
Staff Reports: Dave Yemm, Operations Superintendent – verbal and written report.
John-Paul Negrinotti, EDO-CEMC-Planning Assistant – verbal report.
Will Bateman, Fire Chief – verbal report.
Discussion: Landfill and recycling changes and concerns have been expressed to Council and Staff. Council discussed information to be placed in the January newsletter for increased public education.

R2018-223 J. Scott, L. Andersen: That the minutes of the meeting held December 4, 2018 be adopted as published. Carried.
R2018-224 L. Moore, T. Marchant: That we pass By-Law Number 2018-48, being a By-law to amend the Remuneration Schedule in the Township of Nipissing Pay Equity Plan.
Read a first, second and third time and passed this 18th day of December, 2018. Carried.
R2018-225 J. Scott, L. Andersen: That we pass By-Law Number 2018-49, being a By-law to establish the remuneration and payment of expenses to members of Council.
Read a first, second and third time and passed this 18th day of December, 2018. Carried.
R2018-226 T. Marchant, L. Moore: That we pass By-Law Number 2018-50, being a By-law to enter into an Agreement for a Community Centre/Fitness Centre Maintenance Person and Township Office Cleaning Services for the Township of Nipissing.

R2018-227 J. Scott, L. Andersen: That we pass By-Law Number 2018-51, being a By-law to adopt a Municipal Position Description for a Museum Manager for the Township of Nipissing.

R2018-228 L. Moore, T. Marchant: That we recommend consent application No. B/2/NIPISSING/2019, Creation of a Lot, applicant John and Donna Kingmill, for approval, subject to the following conditions;
1. The lot must comply with the Township of Nipissing’s Official Plan policies.
2. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.
R2018-229 L. Andersen, J. Scott: That we approve the Five Year Capital Forecast as presented. Carried.
R2018-230 T. Marchant, L. Moore: THAT we adopt a policy establishing the framework for the use of User Fees and a method of determining cost recovery to ensure effective and fair utilization of User Fees for the Township of Nipissing. Carried.
R2018-231 L. Andersen, J. Scott: That we transfer the machine credit for the Road Equipment, Landfill Excavator and Fire Apparatus to reserve at the end of 2018. Carried.
R2018-232 L. Moore, T. Marchant: That we nominate Councillor Blair Flowers, Township of Machar, to represent the Municipal Councils of the Municipalities of Callander and Powassan, the Villages of South River and Sundridge and the Townships of Machar and Nipissing on the Board of Health for the North Bay Parry Sound District Health Unit for the period from December 1, 2019 to November 30, 2022. Carried.
R2018-233 L. Andersen, J. Scott: That we accept the correspondence as presented. Carried.
Councillor James Scott declared a pecuniary interest as his spouse is listed in the Accounts Payable listing.
R2018-234 L. Moore, T. Marchant: That the statement of accounts dated December 10, 13, 17 and 18, 2018; totaling $234,303.96 be approved. Carried.
R2018-235 J. Scott, L. Andersen: That we appoint Councillor Liz Moore to the Powassan and District Union Public Library Board as a representative of the Township of Nipissing. Carried.
R2018-236 T. Marchant, L. Moore: THAT we authorize the Fire Chief to order 7 sets of Bunker Gear in 2018 for delivery in 2019 as per the approved 5 year Capital Forecast. Carried.
R2018-237 L. Moore, T. Marchant: That we pass By-Law No. 2018-52, being a by-law to confirm the proceedings of Council at its meeting held on December 18, 2018. Read the first, second and third time and passed this 18th day of December, 2018. Carried.
R2018-238 J. Scott, L. Andersen: That the meeting be adjourned. Time: 8:22 p.m. Next regular meeting January 8, 2019. Carried.
