A regular meeting of the Township of Nipissing Council was held on Tuesday, February 18, 2020.

Present: Mayor Tom Piper, Councillors Linda Andersen, Tom Marchant and Liz Moore.
Regrets: Councillor James Scott
Staff and visitors present: Dan MacInnis, Will Bateman, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2020-035 L. Moore, T. Marchant: That the minutes of the meeting held February 4, 2020 be adopted as published. Carried.

R2020-036 L. Andersen, L. Moore: That the closed session minutes of the meeting held February 4, 2020 be adopted. Carried.

R2020-037 T. Marchant, L. Andersen: That we award RFP-NIPPW-2020-02 for a Tandem Axle Diesel Truck w/ Snowplow/Sanding Equipment to: Currie Truck Centre.
For a total amount of: $313,441.81 Carried.

Item #7 on the Agenda for the acceptance of a quote for new doors on the Quonset building was deferred for further investigation.

Item #8 and Item #9 on the Agenda were explained by the Fire Chief and information provided to Council for further consideration.

Operations Superintendent MacInnis left the meeting.

Item #10 on the Agenda to approve the 5-Year Capital Forecast was presented and discussed. This item was deferred pending further information.

R2020-038 L. Moore, T. Marchant: That we recommend consent application No. B/10/NIPISSING/2020, Lot Addition, applicant John Burch, for approval subject to the following conditions:
1. The lot must comply with the Township of Nipissing’s Official Plan policies.
2. That the existing frame outhouse be removed.
3. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.

R2020-039 L. Andersen, T. Marchant: That we authorize Kris Croskery-Hodgins and Tom Piper to attend the 2020 AMO Conference. Carried.

R2020-040D T. Marchant, L. Andersen: That we reconsider By-Law 2020-06, Council Remuneration, passed at the January 21, 2020 Regular Council meeting;
And that By-Law 2020-06 be Rescinded and replaced with By-Law 2020-10;
Read a first, second and third time and passed this 18th day of February, 2020. DEFEATED.

R2020-040 L. Moore, T. Marchant: That we accept the invitation from the City of North Bay to participate in the Household Hazardous Waste Program for 2020. Carried.

Council held a discussion regarding the proposed rules for the Public Dock use to take affect once the structure is transferred to the ownership of the Township.

R2020-041 T. Marchant, L. Andersen: That we accept the correspondence as presented. Carried.

R2020-042 L. Moore, T. Marchant: That the statement of accounts dated February 7 and 18, 2020; totaling $35,455.39 be approved. Carried.

R2020-043 L. Andersen, T. Marchant: That we pass By-Law No. 2020-10, being a by-law to confirm the proceedings of Council at its meeting held on February 18, 2020.
Read the first, second and third time and passed this 18th day of February, 2020. Carried.

R2020-044 T. Marchant, L. Moore: That the meeting be adjourned. Time: 9:03 p.m. Next regular meeting March 10, 2020. Carried.
