TOWNSHIP OF NIPISSING
Tuesday, January 7, 2020

A regular meeting of the Township of Nipissing Council was held on Tuesday, January 7, 2020.

Present: Mayor Tom Piper, Councillors Tom Marchant, Liz Moore and James Scott.
Regrets: Councillor Linda Andersen.
Staff and visitors present: Rose Haufe, Scott Johnson, Dan MacInnis, Will Bateman, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of conflict of interest: Councillor Tom Marchant.

R2020-001 L. Moore, T. Marchant: That the minutes of the meeting held December 17, 2019 be adopted as published. Carried.

R2020-002 J. Scott, T. Marchant: THAT we approve in principle the naming of “Johnson Lane”;
AND THAT all legal costs shall be the responsibility of the Johnson Family, as per the request letter. Carried.
Mr. Scott Johnson left the meeting.

R2020-003 T. Marchant, L. Moore: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; Time: 6:53 p.m. Carried.

R2020-004 T. Marchant, J. Scott: That we resume to an open public meeting. Time: 7:05 p.m. Carried.

Operations Superintendent Dan MacInnis left the meeting.

Councillor Tom Marchant declared a Conflict of Interest on the following matter as he is currently the Chairperson of the Commanda Community Centre Board of Management. Councillor Marchant left the Council chambers for the presentation.

R2020-005 J. Scott, L. Moore: THAT we donate $3,667.00 to the Commanda Community Centre for the replacement of a furnace. Carried.

R2020-006 T. Marchant, J. Scott: THAT we hereby grant permission to Foote’s General Store to operate the LCBO-Agency Store located within their premises on Family Day. Carried.

R2020-007 L. Moore, T. Marchant: THAT we hereby grant permission top South Shore Centre General Store to operate the LCBO-Agency Store located within their premises on Family Day. Carried.

R2020-008 J. Scott, T. Marchant: That we pass By-Law Number 2020-01, being a By-law to provide for an Interim Tax Levy.
Read a first, second and third time and passed this 7th day of January, 2020. Carried.

R2020-009 T. Marchant, L. Moore: That we pass By-Law No. 2020-02, being a By-law to confirm the appointment of members to the Township of Nipissing committee of Adjustment.
Read the first, second and third time and passed this 7th day of January, 2020. Carried.

R2020-010 L. Moore, T. Marchant: That we accept the correspondence as presented. Carried.

Councillor James Scott declared a pecuniary interest as his spouse is listed in the Accounts Payable.

R2020-011 T. Marchant, L. Moore: That the statement of accounts dated December 20 and 31, 2019 and January 7, 2020; totaling $181,470.66 be approved. Carried.

Fire Chief Will Bateman provided information on two emergency response calls received within the last week involving patients located on the ice. The Township of Nipissing Fire Department provides shore-based services as per the Establishing and Regulating By-Law.

R2020-012 T. Marchant, L. Moore: That we pass By-Law No. 2020-03, being a by-law to confirm the proceedings of Council at its meeting held on January 7, 2020.
Read the first, second and third time and passed this 7th day of January, 2020. Carried.

R2020-013 J. Scott, T. Marchant: That the meeting be adjourned. Time: 8:12 p.m. Next regular meeting January 21, 2020. Carried.
