TOWNSHIP OF NIPISSING
Tuesday, July 12, 2022

A regular meeting of the Township of Nipissing Council was held on Tuesday, July 12, 2022.
The meeting was held in person at the Township of Nipissing Community Centre, and livestreamed to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Tom Marchant, Liz Moore and James Scott.
Staff: Operations Superintendent Dan MacInnis, Land Planning and Technology Administrator-Deputy Treasurer John-Paul Negrinotti and Municipal Administrator-Clerk-Treasurer Kris Croskery-Hodgins.
Zoom: Andrea Duggan
Guests: Paul Goodridge, Eric Barber and Jim Stewart.

Disclosure of pecuniary interest: Councillor James Scott.

Paul Goodridge provided a presentation on a proposed Shore Road Allowance Purchase Application and sale of property to the Township of Nipissing located at “Party Rock” as it is locally known on Birchgrove Road at Lake Nipissing.

Mayor Piper extended recognition and appreciation to the members of the Recreation Committee attending and organizing the Canada Day celebrations on July 2nd and the grand opening of the playground at Heritage Park and the first soccer season. A special mention and thank you to the Township of Nipissing Fire Department for the fireworks display and public education display at the event.

R2022-143 S. Kirkey, L. Moore: That the minutes of the Council Meeting held June 21, 2022 be adopted as published. Carried.

R2022-144 T. Marchant, L. Moore: That we approve the 2022-2023 Municipal Insurance as presented by Brokerlink Inc. and Intact Public Entities. Carried.

R2022-145 J. Scott, S. Kirkey: That we pass By-Law Number 2022-34, being a By-Law to establish rules governing the proceedings of Council, the calling of meetings and the conduct of Members.
Read a first, second and third time and passed this 12th day of July, 2022. Carried.

R2022-146 L. Moore, J. Scott: That we accept the correspondence as presented. Carried.

Councillor James Scott declared a pecuniary interest in the Accounts Payable as his spouse is listed in the Accounts listing.
R2022-147 T. Marchant, L. Moore: That the statement of accounts dated June 23 and July 7, 8 and 12, 2022; totaling $326,777.99 be approved. Carried.

R2022-148 S. Kirkey, J. Scott: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employee.
Discussion of vacant staff position.
Time: 7:25 p.m. Carried.

R2022-149 S. Kirkey, J. Scott: That we resume to an open public meeting. Time: 8:04 p.m. Carried.

R2022-150 L. Moore, T. Marchant: That we pass By-Law No. 2022-37, being a by-law to confirm the proceedings of Council at its meeting held on July 12, 2022.
Read the first, second and third time and passed this 12th day of July, 2022. Carried.

R2022-151 L. Moore, S. Kirkey: That the meeting be adjourned. Time: 8:05 p.m. Next regular meeting to be held August 16, 2022. Carried.
