TOWNSHIP OF NIPISSING
Tuesday, June 2, 2020

A regular meeting of the Township of Nipissing Council was held on Tuesday, June 2, 2020.
In response to the Declaration of Emergency for Covid-19, the meeting was held at the Township of Nipissing Community Centre, 2381 Highway 654. The option of joining the Council meeting electronically was also provided to Council and Staff.

This meeting was also livestreamed to the Township of Nipissing YouTube channel using the Zoom platform. Due to a loss of internet services during the meeting, a portion of the meeting was not available for viewing.

Present: Mayor Tom Piper and Councillors Linda Andersen, Tom Marchant, Liz Moore and James Scott.
Operations Superintendent Dan MacInnis, Fire Chief Will Bateman, Treasurer-Deputy Clerk Kris Croskery-Hodgins and CAO-Clerk Charles Barton.

The meeting was called to order at 6:30 p.m.

R2020 -110 L. Moore, L. Andersen: That the minutes of the meeting held May 19, 2020 be adopted as published. Carried.

Staff presented a written report regarding proposed operational changes and improvements for the Township landfills in response to the Aecom Landfill Presentation made May 19, 2020.

R2020-111 T. Marchant, L. Andersen: THAT the Council of the Corporation of the Township of Nipissing supports several resolutions received from municipalities within the District of Parry Sound requesting that public health be funded through regular provincial taxation, not municipal property taxation, per the following:
WHEREAS the North Bay Parry Sound District Health Unit has advised municipalities of the following changes in the funding formula:
• Change from 25/75 municipal/provincial to 30/70 for mandatory programs, and;
• Change from 100% provincial funding to 30/70 for a number of other related programs;
AND WHEREAS these changes will result in a 42% increase in the municipal levy, commencing in 2021, with no increased service delivery;
AND WHEREAS small rural Northern Ontario municipalities do not have the financial resources to fund this 42% increase due to the current rising costs of core mandated municipal services;
THEREFORE the Township of Nipissing requests that the Province of Ontario continue to fund Public Health through regular provincial taxation, not municipal property taxation. Carried.

R2020-112 J. Scott, L. Moore: That we accept the correspondence as presented. Carried.

R2020-113 J. Scott, T. Marchant: That the statement of accounts dated May 20 and 28, June 2, 2020; totaling $225,467.20 be approved. Carried.

R2020-114 L. Andersen, J. Scott: That we pass By-Law No. 2020-29, being a by-law to confirm the proceedings of Council at its meeting held on June 2, 2020.
Read the first, second and third time and passed this 2nd day of June, 2020. Carried.

R2020-115 L. Andersen, L. Moore: That the meeting be adjourned. Time: 8:45 p.m. Next regular meeting to be held June 16, 2020. Carried.
