TOWNSHIP OF NIPISSING
Tuesday, June 22, 2021

A regular meeting of the Township of Nipissing Council was held on Tuesday, June 22, 2021.
In response to the Provincial regulations in response to COVID-19, the meeting was held at the Township of Nipissing Community Centre, 2381 Hwy 654 and livestreamed to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Tom Marchant, Liz Moore and James Scott.
Present: Fire Chief Will Bateman, Office Assistant Kristin Linklater, Operations Superintendent Dan MacInnis, Land Planning & Technology Administrator John-Paul Negrinotti and Interim CAO-Clerk-Treasurer Kris Croskery-Hodgins.

Disclosure of pecuniary interest: None.

Presentation: Paul Norris, President of the Ontario Waterpower Association provided a virtual presentation to Council providing information on current waterpower (hydroelectric) assets and the long term sustainable (economic, social and environmental) opportunities within the community.

R2021-147 S. Kirkey, J. Scott: That the minutes of the meeting held June 8, 2021 be adopted as published. Carried.

R2021-148 T. Marchant, J. Scott: That the minutes of the closed meeting held June 8, 2021 be adopted. Carried.

R2021-149 L. Moore, J. Scott: That we appoint Councillor Kirkey to the Nipissing Township Museum Board; and
That we appoint Chris Johnston as a Member at Large of the Nipissing Township Museum Board. Carried.

R2021-150 S. Kirkey, J. Scott: That we appoint Andrew Barry, Shawn Hughes and Chris Johnston to the Township of Nipissing Recreation Committee. Carried.

R2021-151 T. Marchant, L. Moore: That we authorize the circulation of a Tender for a new Tandem Truck to be delivered in 2022. Carried.

R2021-152 J. Scott, S. Kirkey: That we award RFP-2021-Ventilation Systems to Elite Commercial HVAC-R Inc. Total quoted price of $46,800.00 before applicable taxes. Carried.

R2021-153 T. Marchant, J. Scott: WHEREAS the Council of the Corporation of the Township of Nipissing has received correspondence from several municipalities requesting support for the Ministry of Government and Consumer Services to review the Municipal Freedom of Information and Protection to Privacy Act (MFIPPA);
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Township of Nipissing hereby supports the requests that the Ministry of Government and Consumer Services review the Municipal Freedom of Information and Protection to Privacy Act (MFIPPA) and to consider the recommendations outlined in the Municipality of Leamington and Township of Terrace Bay’s resolutions;
AND FURTHER THAT this resolution be forwarded to the Ministry of Government and Consumer Services and Vic Fedeli, MPP. Carried.

R2021-154 J. Scott, L. Moore: That we authorize the purchase of an underground tank for the Fire Department water storage, as presented in the 2021 Capital Forecast adopted by Resolution R2021-023, February 2, 2021;
AND that we accept the quote received from Brooklin Concrete Products for the supply of the tank at a cost of $20,294.00, before applicable taxes. Carried.

R2021-155 T. Marchant, S. Kirkey: That we accept the 2021 Municipal Insurance Program renewal provided by Intact Public Entities. Carried.

R2021-156 L. Moore, S. Kirkey: That we pass By-Law Number 2021-33, being a By-law to deem part of Registered Plan M464 in the Township of Nipissing not to be a Registered Plan of Subdivision for the purposes of Section 50(4) of the Planning Act.

R2021-157 T. Marchant, J. Scott: That we pass By-Law Number 2021-34, being a By-law to appoint an Emergency Information Officer for the Township of Nipissing, pursuant to the standards established by regulation under the Emergency Management & Civil Protection Act, R.S.O. 1990, CH. E9, as amended.
Read a first, second and third time and passed this 22nd day of June, 2021. Carried.

R2021-158 J. Scott, L. Moore: That we accept the correspondence as presented. Carried.

R2021-159 S. Kirkey, L. Moore: That the statement of accounts dated June 8, 10, 11, 18 and 19, 2021; totaling $241,857.76 be approved. Carried.

R2021-160 T. Marchant, J. Scott: That we pass By-Law No. 2021-35, being a by-law to confirm the proceedings of Council at its meeting held on June 22, 2021.
