TOWNSHIP OF NIPISSING
Tuesday, March 24, 2020

A regular meeting of the Township of Nipissing Council was held on Tuesday, March 24, 2020.
In response to the Declaration of Emergency for Covid-19, the option of joining the Council meeting via conference call was provided to Council and Staff.

Present: Mayor Tom Piper.
Present Via Conference Call: Councillors Linda Andersen, Tom Marchant, Liz Moore and James Scott.
Staff and visitors present: Will Bateman, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor James Scott.

Oscar Poloni, KPMG, presentation of the 2019 Audited Financial Statements will be re-scheduled to a future meeting date.

R2020-058 L. Moore, J. Scott: That we pass By-Law 2020-13, being a by-law to establish rules governing the proceedings of Council, the calling of meetings and the conduct of Members.

R2020-059 T. Marchant, L. Andersen: That we defer imposing a penalty on taxes not paid by the due date of March 31st as stated in By-Law 2019-22, for the month of April 2020 to provide relief to taxpayers affected by the ongoing Covid-19 Health Emergency. Carried.

R2020-060 L. Moore, J. Scott: That we approve the following Operational Changes for the Township of Nipissing in response to the ongoing Covid-19 Health Emergency:
• Township Office shall be closed to the public with entrance by appointment and Covid-19 Screening practices only.
• The Office shall not accept cash or debit payment until the Covid-19 Health Emergency is declared ended by the Province of Ontario.
• Safe distancing protocols shall be put in place for all staff.

R2020-64 T. Marchant, L. Andersen: That we pass By-Law Number 2020-16, being a By-law to adopt the estimates for all sums required for the year, to provide for the adoption of tax rates and to further provide for penalty and interest in default of payment thereof for 2020.

R2020-66 L. Andersen, L. Moore: That Council supports the appointment of Peter McIsaac, Municipality of Powassan, to represent Area 6 on the District of Parry Sound DSSAB for the period from April 16, 2020 to December 31, 2022. Carried.

R2020-67 J. Scott, T. Marchant: That we adopt the Five-Year Capital Forecast as presented. Carried.
