TOWNSHIP OF NIPISSING
Tuesday, May 4, 2021

A regular meeting of the Township of Nipissing Council was held on Tuesday, May 4, 2021.
In response to the Stay at Home Order under the Provincial Emergency Declaration, the meeting was held at the Township of Nipissing Community Centre, 2381 Hwy 654 and the audio recording posted to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Tom Marchant, Liz Moore and James Scott.
Present: Fire Chief Will Bateman, Office Assistant Kristin Linklater, Operations Superintendent Dan MacInnis, EDO-CEMC-Planning Assistant John-Paul Negrinotti and Interim CAO-Clerk-Treasurer Kris Croskery-Hodgins.

In response to the current restrictions in place for COVID-19 precautions, the Council Vacancy Appointment Procedure was altered to have the candidate’s names drawn by lot to determine speaking order at the May 11, 2021 Special Meeting in advance to provide adequate social distancing and cleaning practices.

Certified Candidates were drawn in the following order:

R2021-090 L. Moore, T. Marchant: That the minutes of the meeting held April 20, 2021 be adopted as published. Carried.

R2021-091 T. Marchant, J. Scott: That we authorize the purchase of office health and safety equipment at a cost of $850 approximately. This expense will be processed under the COVID Safe Restart funding. Carried.

R2021-092 T. Marchant, J. Scott: That we approve a Youth Recreation Program bottle collection program to be operated at each landfill site within the Township. Carried.

R2021-093 L. Moore, J. Scott: That we approve a $100 donation to the Almaguin Highlands Secondary School Graduation Awards Program. Carried.

R2021-094 T. Marchant, L. Moore: That we authorize the Mayor and Interim CAO-Clerk-Treasurer to sign an Agreement with Brett Brown and Christina Clarke to permit the establishment and maintenance of a driveway across a Township road allowance to provide access for residential purposes. Carried.

R2021-095 T. Marchant, J. Scott: THAT we approve “in principle” the proposal submitted by Scott Chalmers to relocate a municipal turnaround at the end of Sandy Bay Road in exchange for the donation of property. DEFEATED

R2021-096 L. Moore, T. Marchant: That we pass By-Law Number 2021-22, being a By-Law to Amend By-Law Number 2020-47, cited as the “Procedural By-Law” to Allow Electronic Participation in a Closed Session Meeting.
Read a first, second and third time and passed this 4th day of May, 2021. Carried.

R2021-097 J. Scott, L. Moore: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;

R2021-098 L. Moore, T. Marchant: That we resume to an open public meeting. Time: 7:59 p.m. Carried.

R2021-099 J. Scott, T. Marchant: That we accept the correspondence as presented. Carried.

R2021-100 L. Moore, J. Scott: That the statement of accounts dated April 22, 28 and 30, 2021; totaling $151,845.87 be approved. Carried.

R2021-101 J. Scott, T. Marchant: That we pass By-Law No. 2021-23, being a by-law to confirm the proceedings of Council at its meeting held on May 4, 2021.
