TOWNSHIP OF NIPISSING
Tuesday, November 19, 2019
A regular meeting of the Township of Nipissing Council was held on Tuesday, November 19, 2019.
Present: Mayor Tom Piper, Councillors Linda Andersen, Tom Marchant, Liz Moore and James Scott.
Staff and visitors present: Joseph Bradbury, Rose Haufe, Janet Lockhart, Randy Lockhart, Dan MacInnis, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.
The meeting was called to order at 6:30 p.m.
Disclosure of pecuniary interest: Councillor James Scott.
Joseph Bradbury, CAO, District of Parry Sound Social Services Administration Board provided a presentation on the Housing and Homelessness Plan – 5 year update for Housing Services in the District of Parry Sound.

R2019-205 L. Moore, T. Marchant: That the minutes of the meeting held October 15, 2019 be adopted as published. Carried.
R2019-206 L. Andersen, J. Scott: That the minutes of the Special Meeting held October 28, 2019 be adopted as published. Carried.
R2019-207 T. Marchant, L. Moore: That we recommend consent application No. B/37/NIPISSING/2019, Creation of a Lot, property owners Randy and Janet Lockhart, for approval, subject to the following conditions:
1. The lot must comply with the Township of Nipissing’s Official Plan policies.
2. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.

R2019-208 J. Scott, L. Andersen: That we recommend consent application No. B/38/NIPISSING/2019, Creation of a Lot, property owners Randy and Janet Lockhart, for approval, subject to the following conditions:
1. The lot must comply with the Township of Nipissing’s Official Plan policies.
2. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.
R2019-209 L. Moore, T. Marchant: That we recommend consent application No. B/39/NIPISSING/2019, Creation of an Easement, property owners Randy and Janet Lockhart, for approval, subject to the following conditions:
1. The lot must comply with the Township of Nipissing’s Official Plan policies.
2. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.
Janet and Randy Lockhart left the meeting.
R2019-210 L. Andersen, J. Scott: That we recommend consent application No. B/46/NIPISSING/2019, Creation of an Easement, applicant Rick Miller, property owner Philip Straus, for approval, subject to the following conditions:
1. The lot must comply with the Township of Nipissing’s Official Plan policies.
2. A copy of the decision of the North Almaguin Planning Board be forwarded to the Township of Nipissing. Carried.
R2019-211 T. Marchant, L. Moore: That we authorize the Operations Superintendent and James Scott to attend the 2020 Ontario Good Roads Association Conference. Carried.
R2019-212 L. Moore, T. Marchant: That we accept the Electrical Connection Quote for the Landfill Project submitted by:
Curran Electrical Services, Wolfe Lake Landfill $5,863.57 (including applicable taxes), Bear Creek Landfill $5,185.57 (including applicable taxes). Carried.
Council discussed proposed changes to the landfill operations including waste reduction strategies, education and upcoming legislated changes to recycling programs.
R2019-213 J. Scott, L. Andersen: WHEREAS the Township of Nipissing shall create a Community Safety and Well-Being Plan;
AND WHEREAS it is in the best interest to work collaboratively with surrounding municipalities to provide the most efficient and effective use of resources;
THEREFORE the Township of Nipissing agrees to collaborate with the Municipalities of Callander and Powassan toward the creation of a Community Safety and Well-Being Plan for our area;
AND THEREFORE we appoint Kris Croskery-Hodgins, Treasurer-Deputy Clerk and Linda Andersen, Councillor, as the municipal representatives on the CSWB Advisory Committee. Carried.
R2019-214 T. Marchant, L. Moore: That we authorize the Fire Chief to sign a Tiered Response Agreement with the Parry Sound District EMS. Carried.
R2019-215 L. Moore, T. Marchant: That we pass By-Law Number 2019-41, being a By-law to adopt Minimum Maintenance Standards for Municipal Highways.

R2019-216 J. Scott, L. Andersen: That we pass By-Law Number 2019-42, being a By-law to limit the gross weight of any vehicle or any class thereof passing over a bridge under the jurisdiction of the Corporation of the Township of Nipissing pursuant to the Highway Traffic Act, R.S.O. 1990, c. H. 8, as amended.
Read a first, second and third time and passed this 19th day of November, 2019. Carried.
Operations Superintendent Dan MacInnis left the meeting.
R2019-217 T. Marchant, L. Moore: That we accept the correspondence as presented. Carried.
Councillor James Scott declared a pecuniary interest as his spouse is listed in the Accounts Payable.
R2019-218 T. Marchant, L. Moore: That the statement of accounts dated October 31 and November 4, 5, 14 and 19, 2019; totaling $178,684.65 be approved. Carried.
R2019-219 J. Scott, L. Andersen: That we pass By-Law No. 2019-43, being a by-law to confirm the proceedings of Council at its meeting held on November 19, 2019.
Read the first, second and third time and passed this 19th day of November, 2019. Carried.
R2019-220 L. Moore, T. Marchant: That the meeting be adjourned. Time: 8:45 p.m. Next regular meeting December 3, 2019. Carried.
