TOWNSHIP OF NIPISSING
Tuesday, October 19, 2021

A regular meeting of the Township of Nipissing Council was held on Tuesday, October 19, 2021.
In response to the Provincial regulations in response to COVID-19, the meeting was held at the Township of Nipissing Community Centre, 2381 Hwy 654 and livestreamed to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Tom Marchant and Liz Moore.
Present: Fire Chief Will Bateman, Office Assistant Kristin Linklater, Operations Superintendent Dan MacInnis, Acting Deputy Clerk and Land Planning & Technology Administrator John-Paul Negrinotti and Municipal Administrator Kris Croskery-Hodgins.

R2021-223 T. Marchant, S. Kirkey: That the minutes of the meeting held October 5, 2021 be adopted as published. Carried.

R2021-224 L. Moore, T. Marchant: That Council does approve “in principle” an application submitted by Michael and Margaret Kervin for the purchase of part of the original road allowance between Concessions 12 & 13 within Lot 1 in the Township of Nipissing, District of Parry Sound subject to:
a) That the Applicant will be responsible for the payment of all of the Municipality’s administrative, land and legal costs in connection with the processing of the application.
b) The sale price of the land shall be $15 per lineal foot for the average width of the said parcel. Carried.

R2021-225 T. Marchant, S. Kirkey: THAT we approve Option 3 of a Memorandum from MHBC Planning dated August 9, 2021, for the investigation of an option that provides more flexibility to the proposed Trailer By-Law;
AND THAT we authorize MHBC to proceed with an amendment to the provisions of Section 3.44 of the Zoning By-law to permit travel and tent trailers on shoreline lots with a minimum requirement of 30 metres from the shoreline of a lake and to permit travel and tent trailers on lots with a minimum lot area of 1 hectare. Carried.

R2021-226 S. Kirkey, L. Moore: THAT we authorize the Mayor and Municipal Administrator to sign the renewal of a Mutual Assistance Agreement for the provision of mutual aid and assistance during a declared emergency as provided in each municipal emergency plan. Carried.

R2021-227 L. Moore, S. Kirkey: THAT we authorize the Mayor to sign an employment contract with the Municipal Administrator;
AND THAT we authorize Peggy Young-Lovelace to witness the signatures of the agreement on behalf of the Township of Nipissing. Carried.

R2021-228 T. Marchant, L. Moore: THAT we pass By-Law Number 2021-50, being a By-law to regulate the parking of vehicles within the Corporation of the Township of Nipissing.
Read a first, second and third time and passed this 19th day of October, 2021. Carried.

R2021-229 S. Kirkey, T. Marchant: That we accept the correspondence as presented. Carried.

R2021-230 L. Moore, S. Kirkey: That the statement of accounts dated October 6, 15 and 19, 2021; totaling $60,753.98 be approved. Carried.

R2021-231 T. Marchant, S. Kirkey: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c.25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;
c) a proposed or pending acquisition or disposition of land by the municipality or local board;

R2021-232 S. Kirkey, T. Marchant: That we resume to an open public meeting. Time: 7:58 p.m. Carried.

R2021-233 L. Moore, S. Kirkey: That we pass By-Law No. 2021-51, being a by-law to confirm the proceedings of Council at its meeting held on October 19, 2021.
Read the first, second and third time and passed this 19th day of October, 2021. Carried.

R2021-234 L. Moore, T. Marchant: That the meeting be adjourned. Time: 8:00 p.m. Next regular meeting to be held November 16, 2021. Carried.
