TOWNSHIP OF NIPISSING
Tuesday, October 2, 2018

A regular meeting of the Township of Nipissing Council was held on Tuesday, October 2, 2018.

Present: Mayor Tom Piper, Councillors Linda Andersen, Tom Marchant and Liz Smith.

Regrets: Councillor Tom Butler

Staff and visitors present: Wayne Lynch, Dan Lavoie, Pamela Negrinotti, James Scott, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2018-162 L. Smith, T. Marchant: That the minutes of the meeting held September 18, 2018 be adopted as published. Carried.

R2018-163 T. Marchant, L. Andersen: That we approve the 2018 Accessibility Plan Review as presented. Carried.

Council allowed questions from the audience regarding the proposed tower. Questions were addressed by Wayne Lynch and Dan Lavoie from Spectrum Telecom Group Ltd.

R2018-164 L. Andersen, L. Smith:
WHEREAS Spectrum Telecom Group Ltd. (Spectrum Group) wishes to erect a 120-foot (36.6 metre) telecommunications antenna support tower structure on municipal lands located about 145 metres west of the intersection of Lake Nipissing Road and Promised Land Road, in the Township of Nipissing, District of Parry Sound for the delivery of wireless Internet and broadband data services to the public and business users in the area;
AND WHEREAS Spectrum Group is required by Industry Canada to consult with the local land-use authority and to obtain a statement of concurrence from the Municipality;
THEREFORE BE IT RESOLVED that the Council of the Corporation of the Township of Nipissing hereby gives approval to the CAO-Clerk to issue a statement of concurrence to Spectrum Group for the proposed telecommunications tower on municipal lands located along Lake Nipissing Road (in the area near Fish Bay) for the delivery of broadband wireless and other services to the area. Carried.

R2018-165 L. Smith, T. Marchant: That we pass By-Law Number 2018-36, being a By-law to establish and regulate a system for the disposal of solid waste in the defined areas of the Township of Nipissing.
Read a first, second and third time and passed this 2nd day of October, 2018. Carried.

R2018-166 T. Marchant, L. Andersen: That this part of our meeting will be closed to the public as authorized of Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
b) personal matters about an identifiable individual, including municipal or local board employees;
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;

R2018-167 L. Andersen, L. Smith: That we resume to an open public meeting. Time: 7:45 p.m. Carried.

R2018-168 L. Smith, T. Marchant: That we accept the correspondence as presented. Carried.

R2018-169 T. Marchant, L. Andersen: That the statement of accounts dated: September 20 and October 2, 2018; totaling $184,623.29 be approved. Carried.

R2018-170 L. Andersen, L. Smith: That we pass By-Law No. 2018-37, being a by-law to confirm the proceedings of Council at its meeting held on October 2, 2018. Read the first, second and third time and passed this 2nd day of October, 2018. Carried.

R2018-171 L. Smith, T. Marchant: That the meeting be adjourned. Time: 7:56 p.m. Next regular meeting October 16, 2018. Carried.
