TOWNSHIP OF NIPISSING
Tuesday, September 1, 2020
A regular meeting of the Township of Nipissing Council was held on Tuesday, September 1, 2020.
In response to the Declaration of Emergency for Covid-19, the meeting was held at the Township of Nipissing Community Centre, 2381 Highway 654.
Present: Mayor Tom Piper and Councillors Linda Andersen, Tom Marchant, Liz Moore and James Scott.
Present: Paul Goodridge, Dave Ridenour, Operations Superintendent Dan MacInnis, Fire Chief Will Bateman, EDO-Planning Assistant-CEMC John-Paul Negrinotti, Treasurer-Deputy Clerk Kris Croskery-Hodgins and CAO-Clerk Charles Barton.
The meeting was called to order at 6:30 p.m.

R2020 -154 L. Andersen, J. Scott: That the minutes of the meeting held August 11, 2020 be adopted as published. Carried.
R2020-155 T. Marchant, L. Andersen: That the minutes of the closed session meeting held August 11, 2020 be adopted. Carried.
Mayor Piper declared this part of the meeting as an Open Public Meeting under Section 34 of the Planning Act, R.S.O. 1990, Chapter 13 as amended, to inform the public of a proposed Zoning By-law Amendment.
R2020-156 L. Moore, J. Scott: That we pass By-Law Number 2020-34, being a By-Law to amend Zoning By-Law 2012-12, as amended.
Read a first, second and third time and passed this 1st day of September, 2020. Carried.

Paul Goodridge provided background for item #7 regarding revision of conditions to Consent File B14/Nipissing/2020 – McComb. This item was tabled.

R2020-157 T. Marchant, L. Andersen: That we award RFP-NIP 2020-06 for a Vehicle Monitoring System (VMS) for the Public Works Fleet to: Sky Hawk Telematics. For the amount of: $4,726.79 including HST. Monthly data plan $168.65. Carried.
R2020-158 L. Andersen, J. Scott: That we award a Request for Quotation for Landfill Signage 2020 to King Sportswear for the amount of $4,050.00 before applicable taxes. Carried.
020-159 L. Moore, T. Marchant: That Council supports the appointment of Councillor Irene Smit, to represent the Township of Nipissing and the Municipalities of Callander and Powassan on the Parry Sound District Emergency Medical Service Advisory Committee for the period ending December 31, 2022. Carried.
The 2020 Budget to actual was reviewed.
The per-capita grant of $159,600.00 from the Safe Restart Program was reviewed.
R2020-160 L. Moore, T. Marchant: That By-Law 2020-35, being a By-Law to Establish and/or Continue a Fire Department be accepted.
Read a first time this 1st day of September, 2020. Carried.
R2020-161 T. Marchant, J. Scott: That we pass By-Law Number 2020-36, being a By-law to amend the Human Resources Policy and Procedures Manual.
Read a first, second and third time and passed this 1st day of September, 2020. Carried.
R2020-162 J. Scott, L. Andersen: That we accept the correspondence as presented. Carried.
Councillor Scott declared pecuniary interest as his spouse is listed in the Accounts Payable.
R2020-163 L. Moore, T. Marchant: That the statement of accounts dated August 12 and September 1, 2020; totaling $619,623.56 be approved. Carried.
R2020-164 L. Andersen, J. Scott: That we pass By-Law No. 2020-37, being a by-law to confirm the proceedings of Council at its meeting held on September 1, 2020.
Read the first, second and third time and passed this 1st day of September, 2020. Carried.
R2020-165 J. Scott, L. Andersen: That the meeting be adjourned. Time: p.m. Next regular meeting to be held September 15, 2020. Carried.
