TOWNSHIP OF NIPISSING
Tuesday, September 21, 2021

A regular meeting of the Township of Nipissing Council was held on Tuesday, September 21, 2021.
In response to the Provincial regulations in response to COVID-19, the meeting was held at the Township of Nipissing Community Centre, 2381 Hwy 654 and livestreamed to the Township of Nipissing YouTube Channel.

Present: Mayor Tom Piper and Councillors Steve Kirkey, Tom Marchant, Liz Moore and James Scott.
Present: Operations Superintendent Dan MacInnis, Fire Chief Will Bateman, Office Assistant Kristin Linklater, Acting Deputy Clerk and Land Planning & Technology Administrator John-Paul Negrinotti and Municipal Administrator Kris Croskery-Hodgins.

R2021-205 L. Moore, T. Marchant: That the minutes of the meeting held September 7, 2021 and the minutes of the Special meeting held September 7, 2021 be adopted as published. Carried.

R2021-206 L. Moore, S. Kirkey: WHEREAS the Truth and Reconciliation Commission released its final report on June 2, 2015, which included 94 Calls to Action to redress the legacy of residential schools and advance the process of Canadian reconciliation;
AND WHEREAS the recent discoveries of remains and unmarked graves across Canada have led to increased calls for all levels of government to address the recommendations in the TRC’s Calls to Action;
AND WHEREAS all Canadians and all orders of government have a role to play in reconciliation;
AND WHEREAS Recommendation #80 of the Truth and Reconciliation Commission called upon the federal government, in collaboration with Aboriginal peoples, to establish, as a statutory holiday, a National Day for Truth and Reconciliation to ensure that public commemoration of the history and legacy of the residential schools remains a vital component of the reconciliation process;
AND WHEREAS the Federal Government has announced September 30th, 2021, as the first National Day for Truth and Reconciliation and a statutory holiday;
THEREFORE, BE IT RESOLVED THAT the Council of the Township of Nipissing does hereby commit to recognizing September 30, 2021, as the National Day for Truth and Reconciliation by sharing the stories of residential school survivors, their families, and communities and observing the day as a statutory holiday. Carried.

R2021-207 T. Marchant, J. Scott: THAT the Township Office be closed for education purposes on Tuesday, October 26, 2021. Carried.

R2021-208 J. Scott, T. Marchant: THAT we authorize the submission of a funding application to the Community Building Fund – Capital Stream for upgrades and additions to Heritage Park. Carried.

R2021-209 L. Moore, S. Kirkey: THAT we authorize the submission of a funding application to the Rural Economic Development Program for a Broadband and Communications Connectivity Study for the Township of Nipissing. Carried.

This part of our meeting is declared a public meeting pursuant to the provisions of Section 34 (12) of the Planning Act, R.S.O., 1990, to discuss an application for a change to Zoning By-Law 2020-20 by the Township of Nipissing.

R2021-210 T. Marchant, S. Kirkey : THAT we pass By-Law Number 2021-42, being a By-Law to Amend Zoning By-Law 2020-20, as amended.

R2021-211 J. Scott, S. Kirkey: THAT we pass By-Law Number 2021-43, being a By-Law to adopt a revised Organizational Chart for the Township of Nipissing.
Read a first, second and third time and passed this 21st day of September, 2021. Carried.

R2021-212 L. Moore, T. Marchant : That we accept the correspondence as presented. Carried.

R2021-213 J. Scott, S. Kirkey: That the statement of accounts dated September 8, 13, 15 and 17, 2021; totaling $284,900.16 be approved. Carried.

R2021-214 L. Moore, T. Marchant : That we pass By-Law No. 2021-44, being a by-law to confirm the proceedings of Council at its meeting held on September 21, 2021.
Read the first, second and third time and passed this 21st day of September, 2021. Carried.

R2021-215 S. Kirkey, L. Moore: That the meeting be adjourned. Time: 7:28 p.m. Next regular meeting to be held October 5, 2021. Carried.
