TOWNSHIP OF NIPISSING

Tuesday, April 12, 2011

A regular meeting of the Township of Nipissing Council was held on Tuesday, April 12, 2011.

Present: Mayor Pat Haufe and Councillors Thomas Butler, Tom Piper and Liz Smith.

Regrets: Dougal Culham

Staff and visitors present: Kris Croskery-Hodgins, John-Paul Negrinotti, Kevin Martin, Will Bateman, Dave Yemm, Richard Drinkwalter, Roy L. Whyte, Tim Sheppard.

The meeting was called to order at 6:00 p.m.

R2011-76 T. Piper, L. Smith: That this part of our meeting will be closed to the public as authorized by Section 239 (3.1) of the Municipal Act, 2001 for educational purposes. Time: 6:00 p.m. Carried.

R2011-77 T. Butler, L. Smith: That we resume to an open public meeting. Time: 6:15 p.m. Carried.

R2011-78 T. Piper, L. Smith: That the minutes of the meeting held March 22nd, 2011 be adopted as published. Carried.

R2011-79 T. Butler, T. Piper: That we recommend consent application No. B/11/Nipissing/2011, applicant Richard Drinkwalter, for approval. The lot must comply with the consent Policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing=s Official Plan. Carried.

R2011-80 T. Butler, T. Piper: That we accept the correspondence as presented. Carried.

R2011-81 L. Smith, T. Butler: That the statement of accounts dated April 12th, 2011 be approved. $124,020.07 Carried.

R2011-82 L. Smith, T. Piper: That we donate $100 to the Almaguin Highlands Secondary School Graduation Awards Program. Carried.

R2011-83 T. Butler, T. Piper: That we accept a quote dated April 6, 2011 received from Grand & Toy to supply Township office desk, in the amount of $940.94 plus HST. Carried.

R2011-84 T. Butler, L. Smith: That we donate $100 to the Trout Creek Agricultural Society for the 2011 Fall Fair. Carried.

R2011 -85 T. Piper, L. Smith: WHEREAS the Township of Nipissing is requesting a change to the Ministry of Health and Long Term Care, Emergency Medical Services funding formula that is more in line with the funding formula for DSSAB which is more than 50%.

That this resolution be forwarded to the Ontario Minister of Health, AMO, FONOM and Monique Smith, MPP, advising them of the deficiencies with the current funding structure as it pertains to the North and EMS.
Carried.

R2011-86 T. Butler, T. Piper:
WHEREAS the Province of Ontario has announced a revised Ontario Works funding approach; and

WHEREAS that funding approach is largely based on a cost-per-case formula which does not take adequately into account the cost and requirement to deliver services in remote or rural areas; and

WHEREAS in addition to the revised funding approach, the Province has reduced the Provincial Funding amount that is subject to uploading and increased the Provincial funding amount that is subject to the 50/50 cost sharing; and

WHEREAS this reduction will result in an erosion of the upload commitments to Northern Municipalities.

THEREFORE BE IT RESOLVED that the Township of Nipissing calls upon the Ministry of Community and Social Services to continue to work with AMO to refine the announced Ontario Works funding approach and

THAT the Township of Nipissing calls upon the Province of Ontario to commit to the upload promises to Northern Municipalities; and

THAT this resolution be forwarded to AMO, FONOM, Monique Smith, MPP, and the Parry Sound District Municipal Association.
Carried.

R2011-87 T. Piper, L. Smith : That we pass By-Law No. 2011-13, being a by-law to confirm the proceedings of Council at its meeting held on April 12th, 2011. Read the first, second and third time and passed this 12th day of April, 2011. Carried.

R2011- 88 T. Butler, T. Piper: That the meeting be adjourned. Time: 8:02 p.m. Next regular meeting April 26th, 2011. Carried.
