TOWNSHIP OF NIPISSING

A regular meeting of the Township of Nipissing Council was held on Tuesday, September 13, 2011.

Present: Mayor Pat Haufe and Councillors Thomas Butler, Dougal Culham and Liz Smith.

Regrets: Councillor Tom Piper.

Staff and visitors present: Mickey Wallace, Penelope Wallace, Dave Yemm, Rob Serson, John-Paul Negrinotti, Charles Barton and Kris Croskery-Hodgins.

The meeting was called to order at 6:30 p.m.

R2011-233 L. Smith, D. Culham: That we adopt the 2011 Community Profile Update. Carried.

R2011-235 L. Smith, T. Butler: That we pass By-Law Number 2011-42 being a by-law to adopt a policy for the use of a trailer as a temporary residence during construction of a residence.

Butler: That we pass By-Law Number 2011-43 being a by-law for numbering lots with authorized entrances and lots with buildings, affixing numbers to these lots, for keeping a record of the numbers of lots and for charging the owner with the expenses incident to the numbering of his/her lot.

R2011-237 L. Smith, D. Culham: That we authorize the CAO-Clerk to attend the AMCTO Zone 7 Workshop in the Town of Killarney, October 5-7, 2011. Carried.

R2011-238 L. Smith, T. Butler: That we authorize Charles Barton and John-Paul Negrinotti to attend the Northeastern Ontario Municipal/Planning Authority Technical Workshop – October 18, 19 and 20, 2011. Carried.

R2011-239 L. Smith, D. Culham: That we accept the correspondence as presented. Carried.

R2011-240 T. Butler, D. Culham: That the statement of accounts dated September 13, 2011 be approved. $296,584.48. Carried.

R2011-241 L. Smith, T. Butler: That we appoint Curtis Thomson as a member of the Township of Nipissing Fire Department. Carried.

R2011-242 D. Culham, L. Smith: That we authorize Dougal Culham, Pat Haufe and Tom Piper to attend the Fall meeting of the District of Parry Sound Municipal Association being held in Callander on September 30, 2011. Carried.

R2011-243 L. Smith, D. Culham:
WHEREAS, in the face of crime or conflict, restorative justice offers a philosophy and approach that views these matters principally as harm done to people and relationships; and
WHEREAS, restorative justice approaches strive to provide support and opportunities for the voluntary participation and communication between those affected by crime and conflict (victims, offenders, community) to encourage accountability, reparation and a movement towards understanding, feelings of satisfaction, healing and a sense of closure; and
WHEREAS, this year’s theme for Restorative Justice Week is “Re-visioning Justice”, it is an opportunity to learn about restorative justice, educate and celebrate along with other communities across the country during the week.
Therefore, we do hereby proclaim November 13-November 20, 2011 as Restorative Justice Week in the Township of Nipissing.

R2011-244 T. Butler, D. Culham: That we authorize the Mayor and Spouse to attend the Near North Crime Stoppers 8th Annual Gala Evening. Carried.

R2011-245 D. Culham, T. Butler: That we authorize a donation to the Municipality of Callander for the commemorative bell. Carried.

R2011-246 L. Smith, D. Culham: That we pass By-Law No. 2011-44, being a by-law to confirm the proceedings of Council at its meeting held on September 13, 2011. Read the first, second and third time and passed this 13th day of September, 2011. Carried.

R2011-247 T. Butler, D. Culham: That the meeting be adjourned. Time: 9:24 p.m. Next regular meeting September 27, 2011. Carried.
