TOWNSHIP OF NIPISSING

Tuesday, September 27, 2011

A regular meeting of the Township of Nipissing Council was held on Tuesday, September 27, 2011.

Present: Mayor Pat Haufe and Councillors Tom Piper, Thomas Butler, Dougal Culham and Liz Smith.

Staff and visitors present: Roland Dagenais, Dave Yemm, John-Paul Negrinotti, Charles Barton and Kris Croskery-Hodgins.

The meeting was called to order at 6:30 p.m.

R2011-248 L. Smith, T. Piper: That the minutes of the meeting held September 13, 2011 be adopted as published. Carried.

R2011-249 T. Butler, D. Culham: That the minutes of the closed session meeting held September 13, 2011 be adopted. Carried.

R2011-250 T. Piper, L. Smith:
WHEREAS The District of Parry Sound Poverty Reduction Network is asking for support in principal to advocate policy that will improve the quality of living across the district by passing a resolution to “Put Food in the Budget”;
AND WHEREAS numerous studies have shown that people living on social assistance are subject to increased risk of chronic and infectious diseases;
AND WHEREAS local data shows poor nutrition increases chronic and infectious diseases which cost more to treat than to prevent;
THEREFORE BE IT RESOLVED that the Corporation of the Township of Nipissing supports the introduction of an additional $100.00 per month Healthy Food Supplement for all Ontarians living on social assistance.

R2011-251 D. Culham, T. Butler:
BE IT RESOLVED:
1. That this Council does approve “in principle” the Application of Mary and Kenneth Kendall to purchase the Shore Road Allowance in front of their property located in front of Concession 18, Pt Lot 11, Plan PSR-1863 Part 2, PCL 10764 N/S, 701B Sunset Cove Road, Township of Nipissing.
2. That this resolution is subject to the following conditions:
• The Council shall select an independent search firm specializing in fishery issues and environmental issues to complete an independent investigation and report to determine the geographic limits where development could occur and to ensure compliance to the Provincial Policy Statement.
• That the applicant will be responsible for the payment of all the Municipality’s administrative, legal accounts and Environmental Impact Study costs in connection with the processing of this application.
• That in accordance with the Municipality’s policy, notice and a copy of the draft plan will be mailed to the adjacent owners.
• That the area be subject to Site Plan Control.

R2011-252 L. Smith, T. Piper: That we accept the correspondence as presented. Carried.

Councillor Smith confirmed a “Disclosure of Pecuniary Interest” as one of the accounts were payable to her employer. She did not vote on the accounts.

R2011-253 D. Culham, T. Butler: That the statement of accounts dated September 27, 2011 be approved. $458,674.66. Carried.

R2011-254 T. Piper, L. Smith: That we accept the resignation of Chris Heasman as Fire Fighter from the Township of Nipissing Volunteer Fire Department. Carried.

R2011-255 L. Smith, T. Piper: That we pass By-Law No. 2011-45, being a by-law to confirm the proceedings of Council at its meeting held on September 27, 2011. Read the first, second and third time and passed this 27th day of September, 2011. Carried.

R2011-256 T. Butler, D. Culham: That the meeting be adjourned. Time: 7:30 p.m. Next regular meeting October 11, 2011. Carried.
