TOWNSHIP OF NIPISSING

Tuesday, February 21, 2012

A regular meeting of the Township of Nipissing Council was held on Tuesday, February 21, 2012.

Present: Mayor Pat Haufe and Councillors Tom Piper, Thomas Butler, Dougal Culham and Liz Smith.

Staff and visitors present: Mickey Wallace, Penelope Wallace, Kristen Mah, Richard Drinkwalter, Dave Yemm, Rob Serson, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Liz Smith.

Presentation by Mrs. Penelope Wallace regarding recommendations for the Comprehensive Zoning By-Law Update.

Staff Reports: Dave Yemm, Operations Superintendent – verbal and written report.
Rob Serson, Fire Chief – verbal and written report.

The Draft 5-Year Capital Forecast was discussed.
A Draft Open Air Burning By-Law was presented by Chief Serson for discussion.

R2012-43 T. Piper, L. Smith: That the minutes of the meeting held February 7, 2012 be adopted as published. Carried.

R2012-44 T. Butler, D. Culham: That the minutes of the closed session meeting held February 7, 2012 be adopted. Carried.

R2012-45 L. Smith, T. Piper: That we adopt the 2012 – 5-Year Capital Forecast. Carried.

R2012-46 T. Piper, L. Smith: That we accept the quotation from: Bray Motors
For a 4WD ½ ton truck at a cost of: $24,037.59. Carried.

R2012-47 D. Culham, T.Butler:
WHEREAS the Nipissing First Nation people and families are in need of long term care services;
AND WHEREAS there is a shortage of long term care services across Ontario;
AND WHEREAS the construction and operation of a long term care facility for Nipissing First Nation people will provide essential care and create sustainable employment;
NOW THEREFORE the Council of the Township of Nipissing supports the proposed Long Term Health Care Facility on Nipissing First Nation land;
AND FURTHER that this Resolution be forwarded to the Hon. Deborah Matthews, MPP, Minister of Health and Long-Term Care, the North East Local Health Integration Network and Chief Marianna Couchie, Nipissing First Nation.
Carried.

R2012-48 L. Smith, T. Piper: That we accept the correspondence as presented. Carried.

Councillor Liz Smith declared Pecuniary Interest as her Employer is listed in the accounts.

R2012-49 T. Butler, D. Culham: That the statement of accounts dated February 21, 2012 be approved. $86,680.53. Carried.

R2012-50 T. Piper, L. Smith: That we donate $100 to the 2012 Powassan Maple Syrup Festival. Carried.

R2012-51 D. Culham, T. Butler: That we donate $100 to the AMCTO Zone 7 Spring meeting being held May 2-4, 2012. Carried.

The scheduled Closed Session was not required.

R2012-52 T. Piper, L. Smith: That we pass By-Law No. 2012-10, being a by-law to confirm the proceedings of Council at its meeting held on February 21, 2012. Read the first, second and third time and passed this 21st day of February, 2012. Carried.

R2012-53 D. Culham, T. Butler: That the meeting be adjourned. Time: 9:20 p.m. Next regular meeting March 6, 2012. Carried.
