TOWNSHIP OF NIPISSING

Tuesday, October 22, 2013

A regular meeting of the Township of Nipissing Council was held on Tuesday, October 22, 2013.

Present: Mayor Pat Haufe and Councillors Tom Butler, Tom Piper and Liz Smith.

Regrets: Councillor Dougal Culham.

Staff and visitors present: Dave Yemm and Kris Croskery-Hodgins.

The meeting was called to order at 6:30 p.m.

R2013-196 T. Butler, L. Smith: That the minutes of the meeting held October 8, 2013 be adopted as published. Carried.

R2013-197 T. Piper, L. Smith: WHEREAS Hay Solar Holdings ULC proposes to construct and operate a rooftop solar installation on a farm building to be constructed upon receipt of a FIT Contract from the Ontario Power Authority on the real property owned by John and Sherry Klunder, located at 31 Simpson Hill Road, Nipissing Township, with a legal description of Con 6 Pt Lot 11 PIN S2217-0025 under the Province’s FIT Program;
AND WHEREAS the Applicant has requested that Council of the Township of Nipissing, Ontario indicate by resolution Council’s support for the construction and operation of the project on the property;
AND WHEREAS, pursuant to the rules governing the FIT Program, Applications whose projects receive the formal support of Municipalities will be awarded priority points, which may result in the Applicant being offered a FIT Contract prior to other persons applying for FIT Contracts;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of Nipissing, Ontario supports the construction and operation of the project on the property.
Council support of the Hay Solar FIT Application does not mean that this Council approves the design and structural integrity of the Farm Building or the location of the building on the identified property.
This resolution’s sole purpose is to enable the Applicant to receive priority points under the FIT Program and may not be used for the purpose of any other form of municipal approval in relation to the Application or Project or any other purpose. Carried.

R2013-198 L. Smith, T. Butler: That we authorize the submission of an Expression of Interest to the Small, Rural and Northern Municipal Infrastructure Fund – Capital Program for the re-construction of 3.4 kilometers of the Alsace Road. Carried.

The Final Draft of the Fall Newsletter was presented to Council and approved for circulation.

R2013-199 T. Piper, T. Butler: That we accept the correspondence as presented. Carried.

Councillor Liz Smith declared pecuniary interest as her employer is listed in the Accounts.

R2013-200 T. Butler, T. Piper: That the statement of accounts dated: October 10 and 22, 2013, totaling $49,960.19 be approved. Carried.

R2013-201 L. Smith, T. Piper: That we seek permission from the North Bay Mattawa Conservation Authority to begin the process in determining the feasibility of a proposal to align the Trans Canada Trail through the J.P. Webster Nature Preserve. Carried.

R2013-202 T. Butler, T. Piper: That we accept the recommendation of our employee group benefit consultant, Mosey & Mosey, that Cooperators benefits be transferred to La Capitale. Carried.

R2013-203 L. Smith, T. Piper: That we pass By-Law No. 2013-33, being a by-law to confirm the proceedings of Council at its meeting held on October 22, 2013. Read the first, second and third time and passed this 22nd day of October, 2013. Carried.

R2013-204 T. Butler, L. Smith: That the meeting be adjourned. Time: 7:31 p.m. Next regular meeting November 12, 2013. Carried.
