TOWNSHIP OF NIPISSING

Tuesday, March 25, 2014

A regular meeting of the Township of Nipissing Council was held on Tuesday, March 25, 2014.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Gary Sturge; Marie Rosset; Linda Morin; Karin-Ann Brent; Rob Serson; Dave Yemm; Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Tom Butler.

Staff Reports: Dave Yemm, Operations Superintendent – written and verbal report.
Rob Serson, Fire Chief – written and verbal report.

Library Board Member Gary Sturge, presented an update on the Powassan and District Union Public Library
activities and expansion.

R2014-64 L. Smith, T. Piper: That the minutes of the meeting held March 11, 2014 be adopted as published. Carried.

R2014-65 T. Butler, D. Culham: That we authorize the Fire Chief to sign a Tiered Response Agreement with the Parry Sound District EMS. Carried.

Discussion regarding the final draft of the proposed 2014 Budget. Changes from the first draft document were highlighted and discussed.

R2014-66 D. Culham, T. Butler: That we pass By-Law Number 2014-17 being a By-Law to adopt the estimates for all sums required for the year, to provide for the adoption of tax rates and to further provide for penalty and interest in default of payment thereof for 2014.
Read a first, second and third time and passed this 25th day of March, 2014. Carried.

R2014-67 T. Piper, L. Smith: That we accept the correspondence as presented. Carried.

Councillor Tom Butler declared pecuniary interest as his Spouse is a member of the Board of Management for the Powassan Farmers’ Market, listed in the accounts.

R2014-68 T. Piper, L. Smith: That the statement of accounts dated: March 13 & 25, 2014, totaling $297,044.71, be approved. Carried.

R2014-69 T. Butler, D. Culham: That we authorize Council members and the Treasurer-Deputy Clerk to attend the District of Parry Sound Municipal Association Spring meeting. Carried.

R2014-70 L. Smith, T. Piper: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 24, for consideration of the following subject matter:
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;
f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

R2014-71 D. Culham, T. Butler: That we resume to an open public meeting. Time: 8:18 p.m. Carried.

R2014-72 T. Piper, L. Smith: That we pass By-Law No. 2014-18, being a by-law to confirm the proceedings of Council at its meeting held on March 25, 2014. Read the first, second and third time and passed this 25th day of March, 2014. Carried.

R2014-73 T. Butler, D. Culham: That the meeting be adjourned. Time: 8:20 p.m. Next regular meeting April 8, 2014. Carried.
