TOWNSHIP OF NIPISSING

A regular meeting of the Township of Nipissing Council was held on Tuesday, May 13, 2014.

Present: Mayor Pat Haufe and Councillors Tom Butler, Dougal Culham, Tom Piper and Liz Smith.

Staff and visitors present: Dave Denton, Bill Nunn, Owen Yemm, Edna Yemm, Shawn Degagne, Mike Moore, Jim Moore, Pat Moore, Dave Yemm, John-Paul Negrinotti, Kris Croskery-Hodgins and Charles Barton.

Guests: Adam Curran, Miller Urso Surveying.

The meeting was called to order at 6:30 p.m.

Council reviewed the draft Propane and Diesel Fuel/Heating Oil tender forms.

R2014-92 T. Piper, L. Smith: That we proceed to tender for prices on the supply and delivery of Propane and Diesel Fuel/Heating Oil as required by the Township. Defeated.

R2014-93 T. Butler, D. Culham: That the minutes of the meeting held April 22, 2014 be adopted as published. Carried.

R2014-94 L. Smith, T. Piper: That we recommend consent application No. B/5/Nipissing/2014, applicant Jean Halcrow, for approval, subject to the following conditions;
1. The lot must comply with the consent Policies of Section 5.2.2 and 5.2.3 in the Township of Nipissing’s Official Plan with specific attention to:
-5.2.2 (d) Lots with water frontage shall also abut a public road which is maintained on a year round basis by a public road authority for a minimum continuous distance of 20 metres, and
-5.2.2 (l) the creation of the severed and retained lot(s) will not have the effect of preventing access to or land locking any other parcel of land.
2. The travelled road situated on the subject property, shown as Bear Creek Road, should be transferred to the municipality for road purposes a minimum distance of 10 metres from the centre line of the travelled roadway. Carried.

R2014-95 T. Piper, L. Smith: WHEREAS the residents of the Township of Nipissing are currently limited in their options when it comes to home heating; and
WHEREAS the absence of natural gas services is a barrier to future growth and economic development in the Township of Nipissing as well as a number of rural communities in the district; and
WHEREAS small northern and rural communities, such as the Township of Nipissing are unable to access this utility service due to the economic feasibility and current restraints set by the Ontario Energy Board on gas companies with regards to distribution expansion regulatory requirements;
THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Township of Nipissing requests the Government of Ontario to provide direct funding assistance to support the expansion of natural gas to northern and rural communities and also support new flexibility in distribution expansion regulatory requirements for gas utilities.
AND FURTHER THAT this Resolution be circulated to AMO, ROMA, FONOM and the District of Parry Sound Municipal Association for support. Carried.

R2014-96 D. Culham, T. Butler: That we pass By-Law Number 2014-21, being a By-law to enter into a Municipal Funding Agreement in order to participate in the Federal Gas Tax Fund.

R2014-97 L. Smith, T. Piper: That we pass By-Law Number 2014-22, being a By-law to amend the Remuneration Schedule in the Township of Nipissing Pay Equity Plan.
Read a first, second and third time and passed this 13th day of May, 2014. Carried.

R2014-98 T. Butler, D. Culham: That we pass By-Law Number 2014-24, being a By-law to authorize the Township to enter into a Site Plan Agreement with Rhonda Levine-Montagnes Re: in the Township of Nipissing, in the District of Parry Sound, Part of the Original Road Allowance in front of Lot 11, Concession 18, Part 2 Plan 42R-20057, being part of PIN 52221-0685(LT).
Read a first, second and third time and passed this 13th day of May, 2014. Carried.

R2014-99 L. Smith, T. Piper: That we pass By-Law Number 2014-23, being a By-law to authorize the Township to enter into a Site Plan Agreement with Rhonda and James Montagnes Re: in the Township of Nipissing, in the District of Parry Sound, Part of the Original Road Allowance in front of Lot 11, Concession 18, Part 1 Plan 42R-20057, being part of PIN 52221-0685(LT).

R2014-100 D. Culham, T. Butler: That we accept the correspondence as presented. Carried.

R2014-101 T. Piper, L. Smith: That the statement of accounts dated: April 24, May 8 & 13, 2014, totaling $125,417.76, be approved. Carried.

R2014-102 L. Smith, T. Piper: That we request a quotation for employee benefit comparisons from Bayshore Financial Group Inc. Carried.

R2014-103 T. Butler, D. Culham: That we pass By-Law No. 2014-25, being a by-law to confirm the proceedings of Council at its meeting held on May 13, 2014. Read the first, second and third time and passed this 13th day of May, 2014. Carried.
